We stand together to urge the Government of Nepal to take immediate and decisive action to end the inhumane practice of animal sacrifice at the Gadhimai Festival. While we respect the cultural significance of the festival, the atrocities committed against animals cannot be justified by any tradition. Traditional Hindu principles emphasize non-violence (Ahimsa), compassion (Karuna) and the protection of life. But, animal sacrifice inherently contradicts these core values.

Despite the Nepal Supreme Court's 2015 ruling declaring animal sacrifice unscientific and superstitious, and urging the government to take steps to discourage and eventually ban the practice, the government has failed to act. The Indian Supreme Court has also intervened, restricting the import of animals into Nepal for sacrifice. Furthermore, the National Criminal Code of Nepal under section 291(3) advocates for alternatives to animal sacrifice. Yet, no meaningful actions have been taken by the government.

The Gadhimai Festival, which takes place every five years, has already resulted in the sacrifice of thousands of animals, causing environmental destruction, psychological harm to children, and perpetuating social evils. It sends a dangerous message that violence against animals is acceptable, leading to desensitization and normalization of cruelty. Additionally, this practice places an economic burden on impoverished communities and reinforces a misguided belief in easy but cruel solutions rather than hard work.

In 2019, animal sacrifice during the festival took place despite the Supreme Court's ruling, and unfortunately, it is set to happen again on December 8th and 9th, with more than 10,000 animals expected to be brutally slaughtered. The government's continued inaction has made it clear that the well-being of animals and public health are not being prioritized. It is the duty of the government to strictly enforce the laws that protect animals and prevent cruelty. The lack of enforcement undermines the values of justice, compassion, and progress.

We are not against religion or cultural practices, but we stand firmly against the suffering inflicted on innocent animals. Killing is inhumane; sacrificing animals to appease gods is an outdated practice. Therefore, it is time for the Government of Nepal to fulfill its responsibility by taking concrete steps to end animal sacrifice at Gadhimai and all other festivals across the country.

We call for:

• Immediate enforcement of the Supreme Court's ruling against animal sacrifice.
• Public awareness campaigns to discourage animal sacrifice.
• Support for alternatives to animal sacrifice that align with modern ethical values.
• A ban on illegal animal trafficking for sacrificial purposes.

The people of Nepal deserve a society rooted in compassion, ethics, and respect for all life. Across the globe, voices are rising to end this violence. We call on the government and those in power to respect the Supreme Court’s decision and take meaningful action to protect both animals and society, ensuring a future where cruelty is no longer a part of our traditions.

NOW is the time for change. END ANIMAL SACRIFICE.

गढीमाई मेला र अन्य चाडबाडमा हुने पशु बलि अन्त्य गर्न आह्वान

हामी नेपाल सरकारलाई गढीमाई मेलामा गरिने पशु बलि जस्तो अमानवीय अभ्यास तुरुन्त अन्त्य गर्न  तथा ठोस कदम चाल्न आग्रह गर्दछौँ। यस मेलाको सांस्कृतिक महत्वलाई सम्मान गर्दै गर्दा  कुनै पनि परम्पराले पशुपन्छी माथि हुने हिंसालाई उचित ठहर गर्न सक्दैन। परम्परागत हिन्दु सिद्धान्तहरूले अहिंसा, करुणा र जीव रक्षामा जोड दिएको छ र पशु बलिको अभ्यास यी आधारभूत मान्यताहरूको विपरीत छ।

नेपालको सर्वोच्च अदालतले वि.स. २०७३मा पशु बलिलाई अवैज्ञानिक र अन्ध विश्वासी अभ्यास घोषणा गर्दै यसलाई निरुत्साहित गर्न र अन्ततः रोक लगाउन नेपाल सरकारलाई परमादेश जारी गरेको थियो। यद्यपि, सरकारले यो निर्देशन कार्यान्वयन गर्न सकेको छैन र कदम चालेको पनि छैन। भारतको सर्वोच्च अदालतले पनि पशु बलिका लागि नेपालमा हुने आयातमा प्रतिबन्ध लगाउने निर्णय गरेको थियो। त्यस्तै, नेपालको मुलुकी फौजदारी संहिताको (दफा २९१(३)) ले पशु बलिका वैकल्पिक उपायहरूको समर्थन गरेको छ। तर, सरकारले कुनै प्रभावकारी कदम चालेको छैन।

हरेक पाँच वर्षमा आयोजना हुने गढीमाई मेलाले हजारौँ जनावरको मृत्यु, वातावरणीय विनाश, बालबालिकामा मानसिक क्षति, र सामाजिक विकृतिको कारण भएको छ। यसले जनावरमाथि हुने हिंसालाई सामान्यीकरण गर्दै समाजमा नकारात्मक सन्देश दिन्छ, जसले हिंसा र क्रूरतालाई प्रोत्साहन गर्छ। साथै, यस अभ्यासले गरिब समुदायमा आर्थिक भार थोपर्ने र परिश्रमको सट्टा क्रूर तर सजिलो समाधानको गलत विश्वासलाई बढावा दिन्छ।

वि.स. २०७६मा सर्वोच्च अदालतको निर्देशन हुँदाहुँदै पनि गढीमाई मेलामा पशु बलि भयो, र दुर्भाग्यवश, यही वि.स. २०८१ को मङ्सिरमा फेरि यो मेलामा पशु बलि गरिने तयारी हुँदै छ, जहाँ १०,००० भन्दा बढी जनावरहरू क्रूर रूपमा बलि चढाइनेछ। सरकारको असक्षमताले जनावरहरू उत्पीडित रहेको र सार्वजनिक स्वास्थ्य प्राथमिकतामा नरहेको अवस्था स्पष्ट रहेको छ। पशुपन्छीका सुरक्षाका लागि कानुन कार्यान्वयन गर्न सरकारको जिम्मेवारी हो। यस जिम्मेवारीको बेवास्ताले न्याय, करुणा, र प्रगतिका मूल्यहरूलाई कमजोर बनाएको छ।

हामी धर्म वा सांस्कृतिक अभ्यासहरूको विरोधी होइनौँ, तर निर्दोष जनावरमाथि गरिएको हिंसाको कडा विरोध गर्छौँ। हत्या अमानवीय हो; भगवानलाई खुसी बनाउन पशु बलि चढाउनु पुरानो र अप्रासङ्गिक अभ्यास हो। त्यसैले, नेपाल सरकारले गढीमाई मेलामा तथा अन्य सबै चाडबाडहरूमा हुने पशु बलिलाई रोक्नु पर्ने जिम्मेवारी पूरा गर्ने समय आएको छ।

हाम्रो माग छ:

• पशु बलिका सम्बन्धमा सर्वोच्च अदालतबाट भएको आदेश तत्काल कार्यान्वयन गरियोस्।
• पशु बलिलाई निरुत्साहित गर्न जनचेतनाका कार्यक्रमहरू सञ्चालन गरियोस्।
• आधुनिक नैतिक मूल्यहरूसँग मेल खाने पशु बलिका वैकल्पिक उपायहरूको समर्थन गरियोस्।
• बलिका लागि गैर कानुनी पशुपन्छी तस्करीमा प्रतिबन्ध लगाइयोस्।

नेपालका नागरिकहरू करुणा, नैतिकता, र सबै जीवहरूको सम्मानमा आधारित समाजमा बस्न पाउने हकदार छन्। विश्वभरबाट यो हिंसा अन्त्य गर्न आवाजहरू उठिरहेका छन्। हामी सरकार र सत्तामा रहेका व्यक्तित्वहरूलाई सर्वोच्च अदालतको निर्णयको सम्मान गर्न, पशुपन्छी र समाजको संरक्षण गर्न, र परम्परामा क्रूरता रहित भविष्य सुनिश्चित गर्न ठोस कदम चाल्न आग्रह गर्दछौँ।

परिवर्तनको समय आएको छ। पशु बलि अन्त्य गरौँ।
