This essay by Deborah Goonan, Editor at Independent American Communities, could be the "founding document" of a nationwide movement for HOA and condo association reform. Deborah says it most clearly.

While we all must continue working on tactical (smaller, piecemeal) reforms at the county and state level, we should prepare for the revolutionary moment when Americans demand that local government not be privatized, and that Constitutional rights be restored to homeowners in Common Ownership Communities (COCs) all across the United States. The change may require a national law. Many powerful interests will oppose such a civic revolution. The issue is urgent, because most new developments in the U.S. are COCs, and the harm to the well being and financial security of individual homeowners is great.
