Recently, the International Drug Policy Consortium (IDPC) released a comprehensive report titled "Off track: Shadow report for the mid-term review of the 2019 Ministerial Declaration on Drugs." This report meticulously assesses the progress, or lack thereof, in achieving the goals outlined in the 2019 Ministerial Declaration over the past four years.

Key Findings:
1.    Little to no progress has been made in achieving the objectives of the 2019 Ministerial Declaration.
2.    Prohibition and eradication policies have proven ineffective and have undermined health, human rights, and sustainable development.

Challenges and Blind Spots:
1.    The report identifies various challenges, including the expansion of illegal drug markets, organized crime, violence, and the lack of meaningful civil society participation.
2.    Additionally, the report highlights seven critical blind spots that were not adequately addressed in the 2019 Declaration, such as the potential of legal regulation, harm reduction, racial justice, and the environmental impact of drug policies.
