There are too many homeless people with mental disorders and drug addicts' country wide, and they need to be helped, and at least once a day at my local Walgreens and other store alike get shoplifted by people like that, and they can't do anything about it. Sure, they may be in need but they're still causing harm to others, and not that long ago a video popped up on Facebook of someone who just stole multiple packages of toilet paper throwing it into the river and caused the city to have to clean it up. to summarize it, all they are doing is making the once peaceful cities unsafe for everyone, and the reopening of those institutions will help not only the safety of the citizens, but it will also help the cleanliness of the cities, and get them shelter and clear up the space in the hospitals.
