Enact Stricter Animal Protection Laws in Central Luzon, Philippines
The Issue
Animals in Central Luzon, including domestic pets, farm animals, and wildlife, face significant threats such as neglect, abuse, illegal trade, and inhumane farming practices. Current regulations often lack clear enforcement mechanisms, leaving many vulnerable creatures unprotected.

This petition respectfully calls on the Philippine Animal Welfare Society (PAWS), the Department of Environment and Natural Resources (DENR), and the Bureau of Animal Industry (BAI) to work collaboratively in strengthening animal protection efforts across the region through the following actions:
1. Strengthen penalties and enforcement mechanisms against animal cruelty, neglect, and illegal wildlife trafficking to effectively deter violations and hold offenders accountable.
2. Mandate and strictly enforce basic animal welfare standards for farms, pet shops, breeding facilities, transport services, and animal shelters, ensuring humane housing, proper nutrition, ethical handling, and access to veterinary care.
3. Implement sustained public education and awareness campaigns that promote responsible pet ownership, humane farming practices, wildlife conservation, and respect for all living beings.
4. Establish a dedicated inter-agency animal protection task force in Pampanga and neighboring provinces to monitor compliance, respond to reports of abuse and neglect, and ensure the consistent enforcement of animal welfare and wildlife protection laws.
Every living creature deserves compassion, care, and dignity.
