Enact Consumer Protection Law for Car Purchases & Reform the Vahan Portal Workflow

The Issue

When my friend purchased a new car, he sincerely wished to ensure that everything was in proper condition before taking delivery. He requested a Pre-Delivery Inspection (PDI), but the dealership declined, stating that it was unnecessary. Unfortunately, after delivery, he discovered several issues that could have been identified and resolved earlier if the inspection had been permitted. The situation became stressful, expensive, and time-consuming to correct.

 

We humbly request that such experiences not become common for other consumers. There is a growing concern that buyers are being denied the opportunity to conduct a proper PDI, which can result in avoidable post-purchase complications. Additionally, there have been instances where vehicle loans were disbursed without the buyer’s explicit confirmation, placing consumers at unexpected financial risk.

 

We respectfully urge the authorities to consider enacting a law that formally recognizes every car buyer’s right to conduct a Pre-Delivery Inspection before completing their purchase. Ensuring this right will protect consumers from hidden defects and build greater trust in the vehicle purchasing process.

 

We also request that any vehicle loan associated with a purchase be disbursed only after clear OTP (one-time password) confirmation from the buyer. This simple but crucial step will help prevent unauthorized financial commitments and ensure full awareness and consent.

 

Furthermore, we request enhancements to the Vahan portal to include a transparent, step-by-step workflow where:

  • The customer confirms completion of the PDI
  • Loan or no-loan status is clearly recorded
  • Consumers can formally register complaints and seek timely resolution

 

As a central platform for vehicle registration in India, the Vahan portal can play a vital role in strengthening accountability and consumer protection.

 

We believe that implementing these measures will provide much-needed confidence and assurance to buyers making significant financial investments. This petition is a humble appeal for fairness, transparency, and empowerment for all car consumers.
