Yesterday, the Small Business in Transportation Coalition, which wrote and effected the introduction of Connor's Law into the House of Representatives, published these alarming NHTSA statistics about the effects of the lack of zealous enforcement of the 49 CFR 391.11(b)(2) English Language Proficiency Rule that dates back to 1936.
Fatalities rose by 32% since FMCSA & CVSA stopped putting unqualified truckers out-of-service in 2015. SBTC estimates we lost 8,511 MORE people than usual from 2015 to 2023 to large truck crash fatalities due in probable part to unqualified truckers being allowed to stay on the highways even after law enforcement knew they were not qualified to be behind the wheel of 80,000 lb. commercial motor vehicles.
This year, SBTC convinced the President & USDOT to reverse that starting on June 25th. We've also convinced Secretary Duffy to crack down on and defund states resisting this change in enforcement policy.
