The Issue

This petition requests your support of the Prisoners' Lives Matter Pennsylvania Campaign's efforts to codify into Pennsylvania statues a Prisoner's Bill of Rights, that will humanize prisoners and ensure that all prisoners are treated with dignity, fairness, and respect.

A Prisoner's Bill of Rights is needed to protect the civil and human rights of all incarcerated people serving sentences in Pennsylvania's state prisons and country jails.

Specifically, the bill will establish rights to the following: 

  • Adequate medical treatment, including mental health care;
  • Education;
  • Vocational and rehabilitation programming and self-help workshops;
  • Family reunification and visitations;
  • Reentry services;
  • Free religious practices;
  • Indoor/outdoor exercise;
  • Phone access;
  • Fair work pay;
  • Food of sufficient nutritional value;
  • Not to be housed in solitary confinement;
  • Due process protections in disciplinary proceedings;
  • Free association with the press/prison advocacy groups;
  • Law library access;
  • Personal property access;
  • Protections against commissary price gouging;
  • Female prisoners’ right to access an OB/GYN, feminine hygiene products, mammogram screenings, fertility preservation care and treatment, etc.
