Empower Self-Litigants: Improve Access to Singapore's eLitigation System

The Issue

To the Honorable Judges and Administrators of the Singapore Courts,

I, we, the undersigned, call for reforms to improve access to the eLitigation system for self-represented litigants in Singapore.

Currently, self-litigants face significant barriers when using eLitigation, often being forced to rely on outdated and inefficient manual filing and service methods. This creates unnecessary hurdles and disadvantages for those who choose or are compelled to represent themselves in legal proceedings.

To address this issue, we urge the Courts to consider the following solutions, drawing upon international best practices:

1. Direct Access to eLitigation:

  • Grant self-litigants direct access to the eLitigation platform.
    Implement secure verification methods, such as SingPass, to ensure the integrity of the system.
  • Provide user-friendly guides and resources to help self-litigants navigate the eLitigation system effectively.

2. Proxy Access via Accredited Law Firms:

  • Allow accredited law firms (like CrimsonLogic) to act as intermediaries for document submission and receipt on behalf of self-litigants.
  • This option would provide an additional layer of quality control and support while preserving the self-litigants' autonomy in managing their cases.
  • Establish clear guidelines and ethical standards for law firms acting in this capacity.

By implementing these reforms, the Singapore Courts can create a more inclusive and efficient legal system that empowers self-litigants and ensures equal access to justice for all.

We urge the Courts to take swift action on this important matter.
