Embark RESP used to be Knowledge First Financial. As part of their plan, you had to pay 9.5% of the savings goal in subscription fees which would be refunded during the period. 

There was a vote that changed that after they changed their name to Embark RESP. Now instead of getting a refund, you get a rebate on the management fees. This is outrageous because YOU CANNOT SWITCH TO ANOTHER COMPANY without losing almost 10% of you money if you were a client before that. 

Regardless of the vote (for which I don't know the numbers in terms of participants), this is still a way to keep you with them even if you dislike the service (which is frankly horrible).
