ELIMINATE OVERNIGHT NOISE IN RAINBOW PARK, DOWNTOWN VANCOUVER
The Issue
It is unacceptable that residents neighbouring Rainbow Park must live with noise from the park during overnight hours 10pm to 6am when the park is closed. Much of the issue is a result of people attending the Granville entertainment district, then continuing their night out in the park. This negatively impacts your quality of life and property value.
Vancouver Police Department (VPD) will only accept complaint calls on their non-emergency line, which puts you on indefinite hold because ‘all operators are busy taking 911 calls.’ Park Rangers, who could monitor the park, go off duty at 10pm. Even when police patrol the area and move people out, those people return after the police leave and/or other people take their place.
Multiple requests to the Parks Board, Mayor and Council, and VPD have not resulted in any change in the noise problem.
This petition to Park Board Commissioners, copied to Mayor and Council, asks that they provide one of the following two options:
1. Fence the park. Rainbow Park is already enclosed on three sides, so this would involve only the Richards Street side. The fence opening can be located at the widest path beside the café, with a gate that can be closed at 10pm and opened at 6am.
2. Hire a security guard for an 8-hour shift, 10pm to 6am, April 1 to Oct 31, which is the most active period. There is a washroom on site and a 24-hour Tim Hortons 1 block away that the security guard can access.
The image shown with this petition was a nighttime impromptu rave in the park, that 911 refused to send officers to.
