Eliminate Mandatory Electronic Visit Verification (EVV) for In-Home Caregivers
The Issue
As a Consumer Directed Personal Assistance (CDPA) worker, I have firsthand experience of the challenges faced when providing care for a person living in your home. In my case, this was an individual with Traumatic Brain Injury (TBI). The current requirement to use the Electronic Visit Verification (EVV) system to clock in and out every time we provide care is not only inconvenient but also unrealistic.
The nature of our work as caregivers does not adhere to set hours; we work seven days a week at various different times that often exceed the allowed hours for a consumer. This is especially true when the consumer lives with us, as our caregiving duties are integrated into our daily lives. The EVV system fails to recognize this reality. As an example from my own personal story as a CDPA worker where the consumer lived in my home. The consumer I cared for was over 400 pounds, dependent on a motorized wheelchair, diabetes and cholesterol out of control, along with incontinence. My hours caring for this individual did not stop just because the 23 hours allowed weekly is complete. The individual I cared for now is down to 190 pounds, walking, and diabetes and cholesterol under control. Clocking in and out each time you provide a service through the EVV system then becomes more of an inconvenience rather than a benefit to live in caregivers. The way the system is now if you do not clock in and out for each time of service it constitutes fraud. This is not just unfair to those that have consumers in their home but places so many at risk of being criminally charged.
Moreover, research has shown that such rigid systems can lead to increased stress and burnout among caregivers (American Journal of Managed Care, 2019). It's clear that changes need to be made.
We propose an amendment in policy whereby caregivers who live with their consumers are automatically paid without needing to use EVV. This would better reflect the realities of caregiving and reduce unnecessary administrative burdens on those who dedicate their lives to caring for others.
Please sign this petition if you believe in fair treatment and compensation for all caregivers!
