The People's Bill of Rights

We the people demand that a constitutional convention be called immediately and that "We the People" be allowed to introduce proposed changes to the United states Constitution.  All proposed amendments should be evaluated in an evidence based manner as it relates to their ability to enhance the common good of the citizens of the United States of America.  

The following is the beginning of the list of amendments which should be considered as part of the "Peoples Bill of Rights": 

• Suffrage 17 Amendment: Persons can serve in our military at age 17 thus they should be afforded the right to participate in the election of the officials who are given the responsibility of declaring war.
• Balanced Budget Amendment: Our government must be held accountable for their spending as is the case with every household in the United States of America.
• Carbon Neutral and Environmental Preservation Amendment: Climate change has now become an existential crisis and the evidence is being ignored.  We must utilize an evidence based approach to protect the environment for future generations. 
• Peoples Protection and Corporate Accountability Amendment:  As our government has been corrupted by corporate interests and as a result have eroded the prosperity of the people we must act to separate power of corporations from every level of government. 
• Election Integrity Amendment: Our election has been corrupted by gerrymandering, the electoral college and corporate interest.  We must design and implement an election system which protects every individuals right to vote. This must be evidence based. 
• Citizens Oversight Amendment: To allow voters to call for a referendum, at any time, to investigate a government representative, branch, or body, for any possible corruption, conflict of interest or crime and allow to them to impeach said body using a jury of common citizens.
• National Disaster Amendment:  Our government must be prepared for all foreseeable natural and manmade disasters including, but not limited to pandemics. 
   

Please note that this is just a small sampling of amendments that could be proposed and included in the "Peoples Bill of Rights".  Any and all reasonable amendments must be considered. 

How To Amend the Constitution

Article V of the U.S. Constitution sets forth two methods for proposing amendments to the Constitution. 

1. The first method requires that two-thirds of both the House and the Senate vote to pass proposed amendments to the Constitution (hereinafter ‘amendments at the request of Congress’). 
2. The second method requires that Congress hold a constitutional convention if two-thirds of state legislatures pass resolutions to call a convention (hereinafter ‘amendments via an Article V Convention’). 

In both methods, amendments are adopted if three-fourths of state legislatures ratify the amendments. 

So far in American history, the first method has been used 18 times; while the second method has never been convened.  The second method empowers the states to act as a checks and balance for the federal government.
