Animals in El Paso remain in grave danger.  Those in authority refuse to listen to reason.  Currently Administration with Animal Services refuses to help (Paula Powell), as well as the newly hired animal director with the county -  Loralei Combs.  

Their immediate answer to this dilemma is for the citizens of El Paso to take the responsibility for these helpless animals.  The citizens who call 311 for assistance, are being advised to either keep or let the animals go loose.  311 has gone as far as to tell callers to take the dogs to the desert and leave them there (to die).  The second option is, if someone finds an animal;  to log onto a computer, report the animal found, take the animal to check for a microchip and then maintain their care.  SO WE AS CITIZENS ARE SUPPOSED TO KEEP AND CARE FOR THE FOUND ANIMAL OR RELEASE THE ANIMAL!  There aren’t many of us in this poor city, who can afford the luxury of caring for an animal that is not necessarily our choice.  Yet we care enough to help those loose animals that are out there wandering in the 109 plus heat.  We are literally being guilted into keeping these doggies.
