Build more sanctuaries for homeless people
The Issue
There are too many homeless people on the streets/roads of Guam. Last year, the number of homeless people residing on the island was 1,356. The highest count was in 2011 with 1,745 people. There are two homeless shelters on Guam. Both homeless shelters provide 15-22 beds. When they run out of beds, the individual or family are placed on a wait list, and assisted on a first come, first serve basis. If they were to make two or more homeless shelters, no individual or family would have to wait for a bed to sleep on, plus they would feel more safe and comfortable in homeless shelters. These shelters would also provide food to alleviate the hunger they would suffer through out the day. The main idea is to provide them assistance so they wouldn't have to stand on the roads holding a sign asking for money. As the number of homeless people go up, the need of shelters on guam are a necessity. No one should die from starvation or dehydration when there are a lot of possible ways to prevent that from happening, something as simple as opening up another shelter.
