pass legislation calling for a minimum of 30 minutes each for lunch and recess for public school students in grades K through 5

The Issue

My name is Selah Havens and I am a 4th grade student at Lakewood Elementary in North Little Rock. Recess is a very important part of every kid's day. There has been research that longer recesses increase student academic performance in the classroom. According to that research, I think that all public school students in kindergarten through 5th grade should receive a minimum of 30 minutes for lunch and 30 minutes for recess. There are many days that I take my lunch home without having had time to eat it all because we were rushed through lunch. If we get a little longer time to get our energy out we would have better concentration in the classroom and better prepare for college. Arkansas HR1023 already recommends a mid-morning and mid-afternoon recess of a minimum of 10 minutes daily which is often combined to create one 20 minute recess. But many times this break is shortened either because classes may run behind schedule or because time is lost having to line up or travel across the building. Expanding the recommended time to 30 minutes would give us extra time to participate in healthy activities that improve our school day.
