E.U. Parliament - VP Animal Welfare Intergroup European Comunity: STOP the 'euthanasia' policy for stray animals in Romania!

I am writing with horror concerning the ‘euthanasia’ policies adopted by the Romanian Parliament over the last 48 hours concerning the stray dogs and cats of the country.

Perhaps the Romanian government is unaware of how conspicuous this decision has become on an international scale and the revulsion it has caused.

Romanian local government officials are operating under false pretenses in terms of promises made to their citizens and the misappropriation of tax funds.

For the last decade or so, there has been an abominable policy to euthanize stray dogs and cats living on the streets of most Romanian cities, and in particular, its capital, Bucharest.

There have been budgets allocated to destroy animals that allegedly pose a threat to public health and safety, utilizing "humane means". These so-called “humane means” have been repeatedly documented as rapidly "achieving high death count numbers" on appearance, by abandoning all humane practices and simply employing barbaric serial slaughtering techniques. These practices have been investigated under-cover and are now well-publicized worldwide.

The presumed funds saved by these alternative savage methods are not, however, so easily accounted for.

The killings and subsequent covering up of the theft of public funds in Romania are now becoming not just accepted, but actual mandated conventions. This underscores a devolution process of humanity and is readily seen by people abroad particularly throughout the rest of Europe and America.

This is not simply a disgrace to Romania and its people, but also an ugly ignominy and dishonor to the European Community as a whole, particularly with Romania being a member of the E.U. where there is a certain standard of civility that should prevail.

Furthermore, what has been carried out and widely witnessed has become what can only be termed as a hidden MURDER BUSINESS for sheer PROFIT. More and more common in Romania and now a legal political / economic policy, it is glossed over with slick media propaganda campaigns to disguise obscene reality.

It is vital that you are aware that stray animals already sterilized are also being targeted for slaughter by corrupt, self-serving contractors operating with impunity through public policies for profit.

The vast majority of animals left on the street are left unsterilized in what can only be characterized as a brilliant strategy insuring an endless supply of hapless stray victims for slaughter - fodder for this ever-growing and repugnant "Death Industry".

To many of us here in America this is a horror film. However, Ms Striffler, the statistics cannot lie . The reality is that these policies have only served to steadily increase the street populations of stray animals and thus the propaganda machine is easily fed for the budgetary demands of a despicable means to an end.

On this current course, the situation can only worsen.

Instead of allocating funds for these infernal executions, perhaps it would be more advisable to institute a full reorganization. Unfortunately, the current policies go unregulated as the mandates invite an even more persistent attraction for abuse and corruption.

Please consider a new plan to build a realistic and working infrastructure that aggressively supports wide-spread sterilization / release programs, which, incidentally, would only be a fraction of the existing operating costs, in contrast to the current "killing industry" which is rife with layer upon layer of "hand in pocket" corruption - yet a further malfeasance for any just regulatory body to ignore.

Along with the fiscal savings resulting from surplus funds accumulated, perhaps a second stage of public education would be beneficial, restoring a thought process of humanity rather than de-evolving to ruthless, unethical practices.

Special programs to encourage children and young people’s understanding of natural and environmental concerns linked to animal welfare could lead to wide-spread adoption programs, bypassing and almost eliminating the need for expensive vet costs and animal sanctuary/control facilities, both prone to ethical violations and corruption.

There is another important consideration to be made: When other corrupt contractors within the EU witness the ease with which such a blood-thirsty profit can be made, the viral fire could spread to other parts of Europe thus portraying a brutal, savage and shameful image to the rest of the world

During these difficult times of economic recession, the current misappropriation of Romanian tax-payers’ funds and known barbaric criminal conduct carried out by ‘euthanasia’ contractors and government officials operating with personal interests (rather than public) cries out to be made an example of on an international scale.

Civil society across not only Europe but the entire world has a right to see that this deteriorating sense of de-evolution is not permissable in 2011 and that the EU’s role of responsibility will be exercised in no uncertain terms – both for the good of man and for the good of the animals concerned in the name of legality, morality and humanity.

Ms. Striffer,

At this point it has been nearly three weeks since we wrote to you concerning the unacceptable, immoral and inhumane abuses arife and unchecked in Romania, an E.U. State. (previous correspondence enclosed herein below)

We here in America, shudder at the idea that as time goes on there is so much more torture and killing that takes place.

I'm sure you're aware that our writing to you, is not just the concern of a single individual, but the composite of a very substantially large and diverse group of citizens in both the public and private sectors here on United States soil, as well in so many locations as abroad.

Yet, to this date, we have received no direct response whatsoever from your office.

We have become aware that the European Parliament Animal Welfare Intergroup European Community, has made it known publicly that they do not approve of what is taking place in Romania. Moreover from your webpage, we see that there seems to be a declaration of such a position taken in concert with both a warning and urging of suggestion by observation and opinion.

However, this is still ambiguous and to us here in America watching and waiting. So it is not necessarily what appears to be definitive or direct action or for that matter, steps towards conscientious remediation, despite the best of intentions.

We are aware that some of the action and pursuits we cite and respectfully suggest below, span far beyond the range, penetration of enforcement capable of your one office alone.

However Ms. Striffer, perhaps your's is the place to very solidly begin to establish a genesis to make change for the better.

Perhaps it is your perseverance and calling to the other branches and sharing with other M.E.P.'s of the European Union which can make a True difference, that we know, will reflect more than a notation of intentions, .. but instead very definitive and Real Action.

We think this is obvious too, because where we ask that this all begin, is simply with the known and well documented, horrific abuses against stray animals taking place illegally within European Union Jurisdiction. Although the task and span to execute may be wide, the apposite reason in reduction, is it's just that simple in terms of jurisdiction and justification.

Thus please be mindful, that as a beginning point, we know the E.U. Parliament makes such a place like Romania, not ever a province for such known and conspicuous illegality - yet instead for the European Aggregate on behalf of not only Romania, but all E.U. member states, that which bears a true obligatory chartered responsibility to proactively, uniformly and as rapidly as possible engage and correct.

I know as an individual and a human being, You know and feel as we do Ms. Striffer. However please also know that what we hope now more so than ever, is to see that in observance of your own European Union doctrines and laws established, that in fact there comes what has been so sorely needed soon, perhaps as in deference outlined below:

1) Aggressive investigation deployed as soon as possible to Romanian jurisdiction, to seek out the reality as both constructive and actual evidence of Engagement in Criminal Enterprise with direct attention to special interest "partners" and or public office as abuses of misappropriation of Romanian Tax payer funds.

Again the genesis of in your office as such, being to include but not be limited to those linked in corruption both in public office as well as with interested party private sect contracts, so as it relates to ANIMAL / STRAY ANIMAL ABUSES / EXPLOITATION OF LIFE and BARBARISM, again I have to say, undeniably and shockingly conspicuous to us even here across an ocean.

Please make no mistake, we are aware this unto itself is a daunting task as the corruption may pervade persistently into some of the highest offices of the government and infrastructure there in Romania, that in many ways have seemingly made themselves on first examination, appear immune to prosecution or even active scrutiny methodology or any interventional justification.

Yet we know with REAL proactive oversight and E.U. responsibility as chartered by law and treaty, much can be achieved within the European Union uniformly and thus within jurisdiction of Romania. In fact specifically, because Romania as a Participating and Compliant E.U. member state must comply with the mandatory requirements set forth by treaty, that the European Union is bound to enforce.

In fact, doing little or nothing will only serve to see illegal enterprise thrive and signal to other potential predisposed venues and sub-jurisdictions of the European Union, a vulnerability subject to exploitation where the European Union Parliament may be viewed as ineffective or unaware.

In this sphere of concern, I have no doubt that your office and the rest of the European Union Parliament, will face many legal challenges and observation of rights germane to Romanian policy and practices and in any other E.U. member states in the enforcement of treaty compliance.

However we here in America know too that the European Union Parliament has the best and most practical resources to achieve a fair, just and impartial investigation in observance of all rights afforded of jurisdiction.

2) In clear compliance with the laws by treaty and convention set forth by the European Union / E.J.C. (ie: Article 258 (ex Article 226)), as well as jointly with the legitimate legislation and administration of Romanian law, that there be open recognition and the actual active process of CRIMINAL PROSECUTIONS OF JURISDICTION.

This is perhaps necessitated by a joint task force established exclusively by European Parliament selectivity, to be clear of potential conflict of interest with Romanian existing policy makers, business contractors, associates or individual persons.

As well, during such a process, monitoring of the judiciary would likely be prudent, as it's even visible to the eyes of so many off shore from Europe. Thus visible too in many instances, in fact so painfully apparent to many who must live day to day there practically, tragically not with the rightful expectation of such propriety, but only a hope of.

We have been made aware of the innumerable delays, indefinite continuances and non-dispositional suspensions, of some criminal cases already pending prosecution in Romania as it relates to not only Direct Animal Abuses, but also any connected criminal enterprise deemed related thereof.

We are also aware very conspicuously of abuses and brutality, not just by some members of law enforcement authority, but as well, such coordinated illegally with private business interests, that have surfaced in violence and intimidation to Romanian citizens.

These crimes appear most frequently perpetrated particularly against those who express and attempt to exercise their constitutional entitlements, as such may also relate to opposing STRAY ANIMAL ABUSE AND EXPLOITATION in Romania. Thus possible violations as well of E.U. treaties that may involve the European Court of Human Rights and similar swift intervention investigation and prosecution.

It's so easy to see how, left unchecked the situation only deteriorates and spreads as it is not a self correcting process in any way, thus a process that as time moves on will pose an even steeper challenge to correct. The situation of STRAY ANIMAL ABUSE AND EXPLOITATION in Romania has already as essentially unchecked, reached the proportions of very real crisis. This we can see as far away as these shores I write you from.

Wherein for all such concerns above, that the most severe sanctions, penalties and punishment be lawfully administered as well, by statute that applies of jurisdiction - such being contemporaneous with, and as a carefully monitored balance, of both Romanian Law and European Union convention, as it may be applied and focused upon Romania and the  European Union Court of Justice.

Romania, again I am compelled to reiterate, a participating member state of the European Union. All of which is indeed the definition of equitable and understood E.U. oversight responsibility.

3) Wherefore, that pending these potential prosecutions, perhaps another separate neutral body be established, to also examine any and all evidence developed, as to accurately and impartially assess and inventory the complex damages that have resulted, with primary forethought to rapidly address among the ones prioritized, where reparation and restitution are possible.

Thus any and all exploits and fruits such criminal enterprise thereof, having been seized and secured, ultimately are in a tax revenue sense,  upon legal disposition of speedy trial justice, made liquid, as returned rightfully to these tax paying citizen's reserves. Wherein, given the known circumstances, also perhaps European Union Parliament oversight accountability provisionally.

Thus any said unlawfully misappropriated proceeds in substance as of any seizure and suspensions, be recognized not only as for evidential purposes in probative essence of any prosecution sought, (in essence unlawfully taken by intent or otherwise, from the taxpaying Romanian public at large), be only TEMPORARILY held in transparent, accountable escrow, pending the outcomes of any said prosecutions.

We know I don't even need to impress upon you, that it is imperative that such suspension and escrow if established, hat such not persist indefinitely or unreasonably, as prone to any abuses in itself. The objective to prevail as quickly as can be, and ultimately returned in entirety, as the said rightful capital to the tax reserves.

Thus this secure place these budgets may rightfully be available for legitimate legal use and remediation, by a better seated administration that will recognize their responsibility of the oaths of public office and thus real accountability to the peoples they represent, free of the known abuses.

We would remark that the speediness now for the initiation of such an undertaking, as well as the "underway" working of such, seems best to serve the interest of the people as citizens who've unalienable rights (despite some aspects of policy abused as business as usual there now), .. as well as the rights any potentially accused individuals/conspirators, all uniformly met evenhandedly, where civil rights entitlements in a civilized world, should prevail and do so under your watch as an administrative element of the European Union.

Thus we feel strongly Ms. Striffer, .. that the time in fact, is now.

We recognize that European image and trade relations are very much at stake not just with Romania in it's capacity in an international sense , but many other E.U. member states.

For it is exactly situations as such, that from the low scale initially, have the innocuous potential erode first with legitimate small enterprise sometimes in seemingly the most unlikely places .. and may grow on and up to more severe impact.

This information we pass on to you as it may or may not be so conspicuous to you there as is it very much here, not in media or distant perceptions .. but very real day to day traffic commerce of real diverse peoples in real life here. The things at closed door board meetings, and conversations otherwise that lead to policy, which never make the media stream or newspapers and thus go unknown until the effects are seen later in time.

Ms. Striffer, I say these things to you not to criticize but know that there are many of us here in America that are in fact extremely sympathetic to and deeply concerned, about what I can only best characterize as "the EUROPEAN CONDITION" .. which as with everywhere on our earth, is a Human Condition.

Thus please be not surprised that we would wish to be better establish sincere unity, not just in large scale business potentials, but as in fact, Human Beings, who all inhabit the same small, and yet smaller planet.

We know that there are many people like yourself who are humane, in fact in reality, an actual majority. So it is with the most grave concern that we wish to rapidly and fairly see justice prevail together.

Subiect: Recenta politică pro-eutanasie din România si

Stimată doamnă Striffler, 



Vă scriu cu groază în privinta politicilor pro-„eutanasie” adoptate de Parlamentul României în ultimele 48 de ore, referitoare la câinii fără stăpân din această tară. 



Probabil că guvernul român nu realizează ce vizibilitate a căpătat această decizie pe plan international si repulsia pe care a generat-o.



Oficialitătile locale ale statului român actionează în baza unor false motive în ce priveste promisiunile făcute cetătenilor si deturnarea fondurilor rezultate din perceperea taxelor contribuabililor.



De aproximativ zece ani, în această tară se duce o politică abominabilă de eutanasiere a câinilor si pisicilor fără stăpân care trăiesc pe străzile majoritătii oraselor din România si în special în capitala acestei tări, Bucuresti. 



Au fost alocate bugete pentru distrugerea animalelor pretinse a fi periculoase pentru sănătatea si siguranta cetătenilor, prin utilizarea unor „mijloace umanitare”. S-a constatat si înregistrat în repetate rânduri faptul că aceste asa-numite „mijloace umanitare” par să atingă „un număr mare de animale moarte” foarte rapid, si anume prin renuntarea la orice metode umanitare si utilizarea, în schimb, a unor metode barbare, care constau pur si simplu dintr-un măcel în serie. Aceste practici au fost investigate sub acoperire si sunt acum publicate pe larg în toată lumea. 



Pe de altă parte, presupusele economii realizate prin utilizarea acestor metode alternative – sălbatice – nu pot fi justificate usor. 



Uciderea animalelor si apoi camuflarea furturilor din fondurile publice care au loc în România au devenit astăzi nu numai niste procedee acceptate, ci si mandatate. Acest lucru subliniază un proces involutiv al umanitătii si este remarcat cât se poate de clar de publicul din străinătate, mai ales cel din restul Europei si din America. 



Ceea ce se întâmplă nu este o rusine numai pentru România si cetătenii ei, ci si o infamie si o dezonoare pentru întreaga Comunitate Europeană, cu atât mai mult cu cât România este membră a Uniunii Europene, unde există un anumit standard de civilitate, care ar trebui să fie elementul predominant.



Mai mult, lucrurile care au loc si la care suntem martori de câtva timp au devenit ceea ce nu poate fi descris decât ca o AFACERE ascunsă A MORTII, al cărei unic scop este PROFITUL. O practică din ce în ce mai obisnuită în România, ajunsă astăzi o strategie politică/economică legală, ea este cosmetizată prin campanii media abile, menite să ascundă cruda realitate.



Este vital să fiti informată despre faptul că animalele sterilizate deja sunt si ele tinta măcelului, de către contractori corupti, care lucrează cu nerusinare în propriul interes, prin intermediul politicilor publice, pentru a face profit. 



Marea majoritate a animalelor lăsate pe stradă sunt totodată lăsate si nesterilizate – o manevră excelentă pentru a asigura un flux nesfârsit de victime fără stăpân, pentru măcel: „carne de tun” pentru această „industrie a mortii” din ce în ce mai întinsă si respingătoare. 



Pentru multi dintre noi de aici, din Statele Unite, acesta este un film de groază. Însă statisticile nu mint, doamnă Striffler. Realitatea este că aceste politici nu servesc decât la cresterea constantă a numărului de animale fără stăpân, care alimentează astfel usor masina propagandistică, pentru satisfacerea cerintelor bugetare ale unui mijloc mârsav de îndeplinire a unui scop. 



În stadiul actual al lucrurilor, situatia nu poate decât să se agraveze.



Asadar, în loc să se aloce fonduri pentru aceste executii infernale, poate ar fi mai indicat să se instituie o reorganizare a întregului sistem de lucru. Din păcate, politicile actuale nu sunt reglementate, având în vedere faptul că autorizatiile acordate favorizează o tendintă si mai pronuntată spre abuz si coruptie.


Vă rog să luati în considerare întocmirea unui nou plan de creare a unei infrastructuri realiste si functionale, care să sprijine puternic programele de sterilizare si eliberare si care, întâmplător, nu ar reprezenta decât o fractiune din cheltuielile curente, prin contrast cu „industria mortii” de la ora actuală, plină de corupti cu „mâna în sac” – încă o ilegalitate pe care orice organism de reglementare corect nuo poate ignora. 



Pe lângă economiile de ordin fiscal rezultate din surplusul de fonduri acumulat, poate că ar fi benefică o a doua etapă si anume educarea publicului, în scopul restaurării unui mod de gândire bazat pe morala umană si nu pe involutia către niste practici nemiloase si lipsite de etică. 



Programe speciale, care să stimuleze capacitatea de întelegere a copiilor si tinerilor fată de preocupările legate de natură si mediu, corelate cu domeniul bunăstării animalelor, ar putea conduce la crearea unor programe de adoptie la scară largă, prin care să se evite si să se elimine aproape integral cheltuielile mari cu îngrijirea medicală si mijloacele de control si de cazare a animalelor, ambele expuse încălcărilor de ordin etic si coruptiei. 



Mai există încă un aspect important care trebuie avut în vedere: atunci când alti contractori corupti din Uniunea Europeană vor constata cât de usor se pot face bani din omorârea animalelor, acest focar viral s-ar putea răspândi si în alte părti ale Europei, conturând astfel o imagine brutală, sălbatică si rusinoasă a acestui continent fată de restul lumii.



În aceste vremuri dificile de recesiune economică, actuala deturnare a banilor contribuabililor români si comportamentul barbar si criminal cunoscut al contractorilor însărcinati cu „eutanasia”, precum si cel al autoritătilor, care lucrează în baza unor interese personale (si nu publice) se impun ca un exemplu negativ la scară internatională.

Societatea civilă – nu numai din Europa, ci si din întreaga lume – are dreptul să se asigure că o astfel de tendintă spre involutie nu este permisă în anul de gratie 2011 si că Uniunea Europeană îsi va exercita rolul de entitate cu răspundere cât se poate de clar, atât pentru binele oamenilor, cât si al animalelor, în numele legalitătii, moralei si omeniei.

La reciente política pro-eutanasia de Rumania y la responsabilidad de la Unión Europea 



Estimada señora Striffler,



Le escribo con horror acerca de la política pro-eutanasia adoptada por el Parlamento de Rumania en las últimas 48 horas, sobre los perros callejeros de este país.



Probablemente el gobierno rumano no es consciente de la visibilidad que ha adquirido esta decisión en plan internacional y la repulsión que ha generado.



La administración local y sus funcionarios del estado actúan en base a unas falsas razones sobre las promisiones hechas a los ciudadanos y el desvío de fondos de los contribuyentes.



Hace aproximadamente 10 años que en este país se va adelante con una política abominable de eutanasia (léase matanza cruel) de perros y gatos callejeros que viven en las calles de las ciudades de Rumania, especialmente en la capital, Bucarest.



Se han alocado presupuestos para la destrucción de los animales supuestamente peligrosos para la salud e integridad de los ciudadanos, mediante la utilización de “medios humanitarios”. Se ha encontrado y registrado en muchas ocasiones que los llamados "medios humanitarios" parecen llegar a "un gran número de animales muertos" muy rápidamente, es decir, renunciando a cualquier método humanitario y , sin embargo, el uso de métodos bárbaros, que consisten simplemente en una masacre de serie. Estas prácticas han sido investigadas al encubierto y ahora ampliamente publicadas en todo el mundo.



Por otra parte, los supuestos ahorros realizados con la utilización de tales métodos salvajes alternativos a una verdadera eutanasia no pueden ser justificados, simplemente porque no existen tal ahorros – entonces, donde está el dinero?



La matanza de los animales y el camuflaje de los hurtos de fondos públicos que se hacen en Rumania son hoy en día no solo procedimientos aceptados, sino elevados al grado de ley – solo se necesita la promulgación de dicha ley por el presidente. Este hecho destaca un proceso involutivo de la humanidad y es remarcado muy claramente por el público del extranjero, el resto de Europa y América



Lo que pasa no es una vergüenza solo para Rumania y sus ciudadanos, sino una infamia y deshonor para la entera Comunidad Europea ( siendo Rumania miembro de ella), donde existe un nivel de civilización que debería ser el elemento predominante.



Es más, los Hechos que pasan y de los cuales somos testigos hace tiempo se han convertido en un NEGOCIO escondido de la MUERTE, con el único propósito de obtener BENEFICIOS. Una práctica cada vez más recurrente en Rumania, hoy en día llegando a ser una estrategia política/económica legal, bien ocultada con hábiles campañas en los medios de comunicación, cuyo único propósito es esconder la cruel realidad.


Es vital de que sea informada sobre el hecho de que los animales ya esterilizados son también la diana de la masacre, por los contratistas corruptos que actúan sin vergüenza en su propio interés, a través de las políticas públicas para obtener ganancias.



La mayoría de los animales abandonados en las calles están sin esterilizar – una excelente manera para asegurar un flujo sin fin de victimas sin dueño para el masacre: conejos de indias para esta industria de la muerte cada vez más extendida y repulsiva.



Para muchos de nosotros, esta es una película de terror. Pero las estadísticas no mienten, estimada señora. La realidad es que esta política no sirve más que para el creciente numero de animales sin dueño, que alimentan la maquina propagandística, para la satisfacción de las demandas de dinero con un fin malévolo para el cumplimiento de un objetivo.



Dado lo que le he presentado, la situación no hace más que agravarse.



Así que en vez de alocar fondos para estas ejecuciones infernales, puede que sea más indicada la institución de una reorganización del sistema. Desafortunadamente, la actual política no es reglamentada, teniendo en cuenta que las autoridades favorecen una tendencia cada vez más pronunciada para el abuso y la corrupción. 



Por favor, tenga en consideración la preparación de un nuevo plan para la creación de una infraestructura realista si funcional, que pueda sostener fuertemente los programas de esterilización y liberación, cuales, aleatoriamente, solo representarían una fracción de los gastos actuales, en contraste con la “industria de la muerte” actual, llena de corruptos con los bolsillos demasiado llenos – otra ilegalidad que no puede ser ignorada por cualquier organismo regulador correcto.



Además de los ahorros fiscales resultantes del excedente de fondos acumulados, puede que sería benéfica una nueva etapa consistiendo en la educación del público, con el fin de restaurar un modo de pensar basado en la moral humana y no en unas prácticas sin piedad y sin ética.



Programas especiales, que estimulen la capacidad de entendimiento de los niños y jóvenes acerca de las preocupaciones para la naturaleza y el medio ambiente, correlacionado con el dominio del bienestar animal: estos podrían conducir a la creación de programas de adopción a larga escala, que eviten y eliminen casi íntegramente los gastos con el cuidado médico y los medios de control y alojamiento, expuestos a los abusos de orden ético y a la corrupción.



Existe además otro aspecto importante para no perder de vista: cuando otros contratistas corruptos de Europa van a ver como es de fácil hacer dinero masacrando perros, este enfoque viral puede extenderse a otras partes de Europa, perfilando de esta manera una imagen brutal, salvaje y vergonzosa de este continente para el resto del mundo.


En estos tiempos difíciles de regresión económica, la actual malversación del dinero de los contribuyentes rumanos y el comportamiento bárbaro y criminal bien conocido de los contratistas de la “eutanasia”, como el de las autoridades, que trabajan por sus intereses personales (y no públicos) se están imponiendo como un ejemplo negativo a escala internacional.

La sociedad civil – no solo de Europa, sino del mundo entero – tiene el derecho de asegurarse que tal tendencia a la involución no está permitida en el año 2011 y que la Unión Europea va a ejercer su papel de entidad con responsabilidad claramente, tanto por el bien de las personas como el de los animales, en el nombre de la legalidad, moral y humanidad.

sto scrivendo questa lettera pieno di sgomento per le recenti decisioni adottate dal Parlamento Rumeno in materia di eutanasia per i cani randagi di questa nazione.



Forse il Governo Rumeno non è propriamente consapevole della gravità di questa decisione e delle reazioni che sta suscitando su scala internazionale.



Il Governo Rumeno sta cercando di convincere i cittadini della bontà della decisione, con false promesse e appropriandosi in modo fraudolento di fondi stanziati per questo scopo.

Nell´ultima decade abbiamo sempre assistito a questa abominevole pratica di uccidere cani e gatti randagi nelle principali città della Romania e, in particolare, nella capitale Bucarest.



Ci sono stati stanziamenti per sopprimere animali che, pretenziosamente, sono stati considerati una minaccia per la pubblica salute e la pubblica sicurezza, utilizzando metodi considerati “umani”. 
Ma questi metodi utilizzati si sono dimostrati tutt´altro che “umani”, utilizzando invece strategie barbariche di uccisione di massa. Questi sistemi criminali sono ora sotto inchiesta e resi pubblici nel resto del mondo.



E i fondi pubblici stanziati si perdono immancabilmente nelle tasche di qualche politico o funzionario.



Le uccisioni di animali e il relativo furto di fondi pubblici in Romania non soltanto è accettato, ma anzi viene adesso protetto dalla legge. Questo rileva un processo irreversibile di disumanizzazione ed è visto con crescente allarme dal resto dell`Europa e del mondo.



Questi comportamenti ignobili non sono solo fonte di discredito per la Romania e la sua popolazione, ma anche per l´intera Comunità Europea, di cui la Romania (a questo punto ci si chiede perchè) è membro a tutti gli effetti. E naturalmente da tale consesso politico ci si aspetterebbe un altro e diverso tasso di civiltà o di civilizzazione.



Per cui, quello che sta accadendo ed è sempre più facilmente visibile, è che questa politica/strategia adottata nei confronti di questi animali è soltanto un nuovo metodo di corruzione e di indebita appropriazione di fondi destinati a ben altro scopo.



E sempre più spesso il governo rumeni ha fatto massiccio uso della propaganda per coprire e mascherare queste pratiche illegali.



È importante che si sappia che anche gli animali randagi GIÀ sterilizzati sono stati considerati eliminabili da questi enti corrotti finanziati da fondi statali e lasciati liberi di agire secondo soltanto la propria logica di profitto.



Gli animali randagi sterillizzati sono comunque lasciati abbandonati per le strade, in modo da lasciare sempre adito a qualunque situazione di pericolo e di incertezza.



Per molti di noi in Italia è di fatto incredibile ed inaccettabile. In ogni caso, Ms. Striffler, le statistiche non mentono. Questa incivile ed irresponsabile politica di abbandono degli animali non fa altro che aumentare il numero degli animali randagi nelle strade, con facile presa sulla popolazione, vittima di questa falsa propaganda e facilmente manipolabile.



In questa situazione le cose possono soltanto peggiorare.



Invece di stanziare fondi per queste abominevoli esecuzioni di massa, sarebbe il momento di pensare ad una seria politica di modernizzazione e di civilizzazione. Sfortunatamente le decisioni attuali vanno sempre più a favore di queste pratiche continue di illegalità e corruzione.



Si consideri pertanto un nuovo piano per una realistica strategia in linea con i dettati europei, con una massiccia campagna di sterilizzazione e di salvaguardia degli animali, che, guarda caso, comporterebbe soltanto una percentuale minore di fondi rispetto a quelli richiesti per questo assassinio di massa. Ma una moderna ed europea politica animalista non può naturalmente interessare politici, faccendieri e appartatori statali che vivono di illegalità e corruzione.



Con questi fondi risparmiati si potrebbe iniziare una seconda fase di intervento, consistente in una seria ed effettiva campagna di educazione e e sensibilizzazione del popolo rumeno verso gli animali.



Un serio coinvolgimento dei bambini e delle giovani generazioni nel rispetto degli animali e dell´ambiente naturale potrebbe portare anche ad una seria politica di adozione, eliminando di fatto stanziamenti e sprechi a favore di personale veterinario e strutturie sanitarie pubbliche e private, così facilmente soggette a corruzione ed illegalità.



C´è un´altra considerazione da fare: quando altri addetti ai lavori di questa settore in altri paesi EU si renderanno conto di come sia facile assassinare ed fare profitto, potrebbe darsi che queste barbare tecniche incominceranno anche a diffondersi in altri paesi UE, con grande discredito per i paesi membri.



In questi tempi di pesante recessione, questo uso indebito di fondi pubblici, frutto delle tasse dei cittadini a favore di questi appaltatori corrotti (i professionisti dell´eutanasia) che in nome del pubblico interesse perseguiscono soltanto il proprio interesse privato, deve essere oggetto di interesse ed intervento internazionale.

La civiltá europea e mondiale ha il diritto di vedere ed allarmarsi per questa decisa involuzione morale e sociale, non più tollerabile nel terzo millennio. E di sperare che la Comunità Europea sappia esercitare il suo ruolo di responsabilizzazione e di guida in modo netto e deciso, a beneficio sia dei cittadini che degli altri soggetti, in questo caso gli animali, secondo i consueti termini di Legalità. Moralità e Umanità.

La Politique récente d’euthanasie des animaux errants en Roumanie et la responsabilité de l’Union Européenne 



Chère Madame,
Je vous écrit, avec horreur, par rapport aux politiques d’« euthanasie » adoptées par le Parlement Roumain dans ces dernières 48 heures et qui concernent les chiens errants de ce pays. 


Il est probable que le gouvernement roumain ne se rende pas compte de l’impact de cette décision non seulement au niveau local, mais également au niveau international, ni tenir compte principalement de ce qu’elle a généré comme répulsion et dégoût.  


Les autorités roumaines locales de l’Etat roumain agissent sur la base des fausses prétentions dans cette question, par rapport aux promesses faites à leurs citoyens et au détournement des fonds provenant des taxes. 

Depuis à peu près une décennie, on a appliqué une politique abominable d’euthanasie des chiens et chats vivant dans les rues de la majorité des villes de Roumanie et particulièrement à Bucarest. 


En effet, des budgets ont été alloués pour la destruction des animaux censés « être menaçants » pour la santé et la sécurité publique, en employant des moyens faisant appel à la dignité humaine et au respect de l’être vivant. De toute évidence, de tels  moyens  n’ont pas été utilisés. Mais bien au contraire,  des soit -disants moyens dits « barbares » ont été à maintes reprises documentés. Et ce, pourquoi ? Pour une finalité du nombre !!! C’est-à-dire pour « atteindre rapidement de hautes quantités d’animaux morts », en préférant renoncer à toute pratique faisant appel à la dignité humaine MAIS PLUTÔT en utilisant tout simplement des techniques barbares, consistant dans un carnage en série. Pratiques qui ont fait l’objet des investigations à couvert et qui sont maintenant largement publiées partout dans le monde. 


Par contre, les fonds supposés à avoir été économisés par ces méthodes alternatives sauvages ne sont pas faciles à prouver. 


En effet, les meurtres et la couverture ultérieure des vols de fonds publics en Roumanie sont devenus maintenant non seulement des conventions acceptés, mais aussi autorisés. Ceci souligne un processus dévolutif par rapport au reste du monde voire l’humanité, vite à se faire remarquer comme tel par le public étranger, surtout dans tout le reste de l’Europe et en Amérique. Ceci n’est pas simplement une honte à la Roumanie et à son peuple, mais aussi une ignominie et un déshonneur à la Communauté Européenne en général. Et ce d’autant plus que la Roumanie est membre de l’UE, où se trouve un certain niveau de civilité qui devrait être le trait dominant de cette société.


De plus, les choses qui se passent depuis un moment et dont nous avons été les témoins sont devenues ce qui peut être décrit exclusivement comme une AFFAIRE CRIMINELLE cachée, pour du PROFIT pur et dur. Malheureusement devenue de plus en plus commune en Roumanie et maintenant aussi une stratégie politique et économique légale, cette procédure est médiatisée par des campagnes habiles afin de cacher la cruelle réalité et la vérité.


Il est VITAL que vous connaissiez certains faits. Notamment que les animaux déjà stérilisés sont aussi la cible du meurtre par les contractants corrompus et intéressés utilisant ainsi impunément des politiques publiques pour leur propre profit. 


La grande majorité d’animaux laissés dans les rues sont laissés aussi intègres (pas stérilisés), dans une stratégie que l’on peut décrire comme une très bonne astuce pour assurer une offre inépuisable de pauvres victimes errantes pour le massacre, alimentant ainsi cette « industrie de la mort » répugnante, qui ne cesse pas d’augmenter. 


Pour beaucoup d’entre nous ici en Amérique, ceci est un film d’horreur. Pourtant, Mme Striffler, les statistiques ne peuvent pas mentir. La réalité est que ces politiques n’ont servi à rien d’autre que d’augmenter constamment les populations d’animaux errants, alimentant ainsi facilement la machine de la propagande, pour satisfaire les exigences budgétaires – moyen détestable pour atteindre un but.


Au train où vont les choses, la situation ne peut que s’empirer. 


Au lieu d’allouer des fonds pour ces exécutions infernales, il serait peut-être plus recommandable d’instituer une restructuration complète. Malheureusement, les politiques actuelles ne sont pas règlementées, car les autorisations invitent une attraction encore plus persistante pour l’abus et la corruption. Je vous prie d’envisager un plan nouveau pour construire une infrastructure réaliste et fonctionnelle qui soutiendra de manière plus pointue les programmes de stérilisation/libération/adoption à grande échelle et qui, soit dit en passant, ne seraient qu’une fraction des frais actuels.

À contrario de l’« industrie de la mort » actuelle qui abonde en corruption du type « hand in pocket » – encore un disfonctionnement qui devrait attirer l’attention de tout organisme régulateur, officiel et non corrompu. Parallèlement aux économies fiscales générées par le surplus des fonds accumulés, peut-être qu’une seconde étape bénéfique serait l’éducation du publique, visant la restauration d’un mode de pensée humaine plutôt qu’une involution vers des pratiques impitoyables et non éthiques. 


C'est-à-dire : des programmes spéciaux visant à encourager la compréhension des enfants et des jeunes par rapport aux préoccupations liées à la nature et à l’environnement, en corrélation avec le bien-être animal. Ce qui pourrait conduire à des programmes d’adoption de grande échelle, tout en contournant, voire en éliminant, le besoin d’encourir à des frais vétérinaires élevés et à des dépenses liées aux abris/contrôle des animaux.

Programmes diminuant ainsi au maximum les risques de violations éthiques et de corruptions exposés plus haut. Nous avons un  autre aspect à prendre en compte : il va s’en dire que lorsque d’autres contractants corrompus dans l’UE verront combien il est facile de faire du profit à partir de cette affaire sanglante, ce foyer viral pourrait s’étendre dans d’autres parts d’Europe, projetant ainsi une image brutale, barbare et honteuse de l’Union devant le reste du monde. 


Dans cette période difficile de récession économique, non seulement le détournement actuel de l’argent des contribuables roumains, le comportement barbare et criminel connu des contractants concernant l’« euthanasie », mais aussi celui des autorités de l’Etat qui agissent dans leur propre intérêt (plutôt que dans l’intérêt publique) s’imposent comme un mauvais exemple à l’échelle internationale.

La société civile partout en Europe et dans le monde entier a le droit de s’assurer que cette détérioration à tendance involutive ne soit pas permise dans l’an de grâce 2011. J’ose espérer que le rôle de Union Européenne sera celui d’une entité responsable et qu’il sera appliqué nettement – tant pour le bien de l’humanité, que celui des animaux en question, au nom de la légalité, moralité et humanité.

Betreffend: Aktuelle Euthanasie Maßnahmen in Rumänien und Verantwortung der EU



Sehr geehrte Frau Striffler, 



Ich schreibe Ihnen voller Entsetzen bezüglich der Euthanasie-Politik, die das rumänischen Parlament in den letzten 48h gegen in bezug auf die streunende Hunde des Landes offiziell vertritt.



Vielleicht ist sich die rumänische Regierung nicht bewusst, wie viel Aufmerksamkeit dieser Entscheidung auf internationaler Ebene geschenkt wird und welche Abscheu sie verursacht .



Rumänische lokale Regierungsbeamte handeln unter Vorspiegelung falscher Tatsachen bezüglich der gemachten Versprechungen gegenüber der Bürger und der Veruntreuung von Steuergeldern.



Seit den letzten zehn Jahren ist es üblich streunende Hunde und Katzen in den meisten rumänischen Städten und insbesondere in Bukarest auf abscheuliche Weise zu töten.



Es wurden Budgets für sogenannte "humane" Methoden zugeteilt, um die Tiere, die angeblich eine Bedrohung für die öffentliche Gesundheit und Sicherheit darstellen, einzuschläfern.



Diese "humanen" Mittel wurden sehr schnell in "effizienteren" Mitteln umgewandelt. Die Realität war eine einfach barbarische Schlachtung in Serie, ohne jegliche Einhaltung von humanen Verhaltungsweisen. Diese Techniken wurden aber mit versteckter Kamera dokumentiert und weltweit bekannt gemacht.



Die mutmaßlichen Einsparungen die durch diese alternativen barbarischen Methoden gemacht wurden, sind nicht öffentlich bekannt gemacht und sind wahrscheinlich in dunkle Kanäle geleitet worden.



Die Morde und die anschließende Vertuschung des Diebstahls von öffentlichen Geldern in Rumänien werden nicht nur akzeptiert, sondern werden tatsächlich pseudo-legalisiert. Diese deutliche Rückentwicklung von menschlichen Werten und Zivilisation wird von der ganzen westlichen Welt beobachtet.



Dies ist nicht einfach eine Schande für Rumänien und dessen Bewohnern, sondern auch einer Schmach und Schande für die Europäische Gemeinschaft als Ganzes. Da Rumänien Mitglied der EU ist , müsste man annehmen, dass ein gewisser Standard an Zivilisation und Menschlichkeit Bedingung ist, um diese Annahme aufrecht zu erhalten.



Man kann das, was geschehen ist und von den Tierschützern der ganzen Welt bezeugt werden kann, ohne weiteres als ein "Geschäft des Mordens für bares Geld" ansehen. Es wird in der legale Wirtschafts- und Wahlpolitik immer üblicher, die obszöne Realität mit verfälschenden und irreführenden Propagandakampagnen zu verdecken. 



Ich bitte Sie, sich bewusst zu werden, dass sogar bereits sterilisierte Tiere Todeskandidaten für die korrupten, auf Profit ausgerichteten Auftragsnehmer sind, die im Namen von öffentlichen Maßnahmen handeln. 



Die überwiegende Mehrheit der Tiere auf der Straße wurden bewusst nicht sterilisiert, um eine unendliche Ressource von glücklosen streunenden Schlachtungsopfern abzusichern und dadurch das fürchterliche Geschäft konstant aufrecht zu erhalten.



Für viele von uns hier in Amerika ist dies ein Horrorfilm. Die Realität ist, dass diese Politik nur dazu dient, stets auf der Straße Populationen von streunenden Tieren zu haben und damit die Propaganda-Maschine für die Anforderungen des Haushalts zu füttern.



Entsprechend der aktuellen Lage kann sich die Situation nur noch verschlimmern.



Statt der Zuweisung von Mitteln für diese höllischen Hinrichtungen wäre es vielleicht ratsam, eine vollständige Reorganisation des Haushaltes der herrenlosen Tiere zu veranlassen. 



Bitte ziehen Sie einen neuen Plan in Betracht, der eine realistische und funktionierende Infrastruktur aufbaut, die weit verbreitete Sterilisations- und Adoptionsprogramme intensiv unterstützt. Übrigens würde so eine Politik nur einen Bruchteil der vorhandenen Betriebskosten einnehmen, im Gegensatz zu der aktuellen Tötungs- Industrie.


Mit Hilfe von steuerlichen Einsparungen durch Überschüsse könnte in einer nächsten Etappe eine Aufklärungs-Politik der Öffentlichkeit angefangen werden, um eine Wiederherstellung eines gesunden humanen Denkprozesses zu fördern und die rückständigen, unethischen Praktiken im Umgang mit Tieren zu verabschieden.



Spezielle Programme für Kinder und Jugendliche könnten das Verständnis von Natur- und Umweltproblematik im Zusammenhang mit Tierschutz fördern, und zu verbreiteten Adoptionen führen. Die langfristige Konsequenz würde die drastische Reduzierung von staatlichen Tierheimen und Tierkliniken.



Es gibt eine weitere wichtige Überlegung, die gemacht werden muss: Wenn andere korrupte Unternehmer innerhalb der EU feststellen, mit welcher Leichtigkeit ein blutrünstiger Gewinn gemacht werden kann, besteht die Gefahr einer Verbreitung dieser Methoden auf andere Teile Europas.



In diesen schwierigen Zeiten der wirtschaftlichen Rezession ruft die aktuelle Veruntreuung von rumänischen Steuergeldern und das bekannte kriminelle Verhalten ( durchgeführt von "Euthanasie"-Unternehmern und persönlich interessierten Regierungsvertretern) dazu auf, Maßnahmen zu ergreifen und aus diesem Fall ein Beispiel von internationaler Relevanz zu machen.



Die Zivilgesellschaft in Europa und in der ganzen Welt hat ein Recht zu sehen, dass dieser Verfall von menschlichen Werten im Jahr 2011nicht zulässig ist und dass die Verantwortungsrolle der EU in aller Deutlichkeit wahrgenommen wird - sowohl für das Wohl der Menschen als auch für das Wohl der Tiere im Namen der Legalität, der Moral und Humanität.

Re: Our Periodic Follow-Up and Monitoring of Recent Policy in Romania and the E.U. Role in Responsible Oversight

Ms. Striffer,

At this point it has been nearly three weeks since we wrote to you concerning the unacceptable, immoral and inhumane abuses arife and unchecked in Romania, an E.U. State. (previous correspondence enclosed herein below)

We here in America, shudder at the idea that as time goes on there is so much more torture and killing that takes place.

I'm sure you're aware that our writing to you, is not just the concern of a single individual, but the composite of a very substantially large and diverse group of citizens in both the public and private sectors here on United States soil, as well in so many locations as abroad.

Yet, to this date, we have received no direct response whatsoever from your office.

We have become aware that the European Parliament Animal Welfare Intergroup European Community, has made it known publicly that they do not approve of what is taking place in Romania. Moreover from your webpage, we see that there seems to be a declaration of such a position taken in concert with both a warning and urging of suggestion by observation and opinion.

However, this is still ambiguous and to us here in America watching and waiting. So it is not necessarily what appears to be definitive or direct action or for that matter, steps towards conscientious remediation, despite the best of intentions.

We are aware that some of the action and pursuits we cite and respectfully suggest below, span far beyond the range, penetration of enforcement capable of your one office alone.

However Ms. Striffer, perhaps your's is the place to very solidly begin to establish a genesis to make change for the better.

Perhaps it is your perseverance and calling to the other branches and sharing with other M.E.P.'s of the European Union which can make a True difference, that we know, will reflect more than a notation of intentions, .. but instead very definitive and Real Action.

We think this is obvious too, because where we ask that this all begin, is simply with the known and well documented, horrific abuses against stray animals taking place illegally within European Union Jurisdiction. Although the task and span to execute may be wide, the apposite reason in reduction, is it's just that simple in terms of jurisdiction and justification.

Thus please be mindful, that as a beginning point, we know the E.U. Parliament makes such a place like Romania, not ever a province for such known and conspicuous illegality - yet instead for the European Aggregate on behalf of not only Romania, but all E.U. member states, that which bears a true obligatory chartered responsibility to proactively, uniformly and as rapidly as possible engage and correct.

I know as an individual and a human being, You know and feel as we do Ms. Striffer. However please also know that what we hope now more so than ever, is to see that in observance of your own European Union doctrines and laws established, that in fact there comes what has been so sorely needed soon, perhaps as in deference outlined below:

1) Aggressive investigation deployed as soon as possible to Romanian jurisdiction, to seek out the reality as both constructive and actual evidence of Engagement in Criminal Enterprise with direct attention to special interest "partners" and or public office as abuses of misappropriation of Romanian Tax payer funds.

Again the genesis of in your office as such, being to include but not be limited to those linked in corruption both in public office as well as with interested party private sect contracts, so as it relates to ANIMAL / STRAY ANIMAL ABUSES / EXPLOITATION OF LIFE and BARBARISM, again I have to say, undeniably and shockingly conspicuous to us even here across an ocean.

Please make no mistake, we are aware this unto itself is a daunting task as the corruption may pervade persistently into some of the highest offices of the government and infrastructure there in Romania, that in many ways have seemingly made themselves on first examination, appear immune to prosecution or even active scrutiny methodology or any interventional justification.

Yet we know with REAL proactive oversight and E.U. responsibility as chartered by law and treaty, much can be achieved within the European Union uniformly and thus within jurisdiction of Romania. In fact specifically, because Romania as a Participating and Compliant E.U. member state must comply with the mandatory requirements set forth by treaty, that the European Union is bound to enforce.

In fact, doing little or nothing will only serve to see illegal enterprise thrive and signal to other potential predisposed venues and sub-jurisdictions of the European Union, a vulnerability subject to exploitation where the European Union Parliament may be viewed as ineffective or unaware.

In this sphere of concern, I have no doubt that your office and the rest of the European Union Parliament, will face many legal challenges and observation of rights germane to Romanian policy and practices and in any other E.U. member states in the enforcement of treaty compliance.

However we here in America know too that the European Union Parliament has the best and most practical resources to achieve a fair, just and impartial investigation in observance of all rights afforded of jurisdiction.

2) In clear compliance with the laws by treaty and convention set forth by the European Union / E.J.C. (ie: Article 258 (ex Article 226)), as well as jointly with the legitimate legislation and administration of Romanian law, that there be open recognition and the actual active process of CRIMINAL PROSECUTIONS OF JURISDICTION.

This is perhaps necessitated by a joint task force established exclusively by European Parliament selectivity, to be clear of potential conflict of interest with Romanian existing policy makers, business contractors, associates or individual persons.

As well, during such a process, monitoring of the judiciary would likely be prudent, as it's even visible to the eyes of so many off shore from Europe. Thus visible too in many instances, in fact so painfully apparent to many who must live day to day there practically, tragically not with the rightful expectation of such propriety, but only a hope of.

We have been made aware of the innumerable delays, indefinite continuances and non-dispositional suspensions, of some criminal cases already pending prosecution in Romania as it relates to not only Direct Animal Abuses, but also any connected criminal enterprise deemed related thereof.

We are also aware very conspicuously of abuses and brutality, not just by some members of law enforcement authority, but as well, such coordinated illegally with private business interests, that have surfaced in violence and intimidation to Romanian citizens.

These crimes appear most frequently perpetrated particularly against those who express and attempt to exercise their constitutional entitlements, as such may also relate to opposing STRAY ANIMAL ABUSE AND EXPLOITATION in Romania. Thus possible violations as well of E.U. treaties that may involve the European Court of Human Rights and similar swift intervention investigation and prosecution.

It's so easy to see how, left unchecked the situation only deteriorates and spreads as it is not a self correcting process in any way, thus a process that as time moves on will pose an even steeper challenge to correct. The situation of STRAY ANIMAL ABUSE AND EXPLOITATION in Romania has already as essentially unchecked, reached the proportions of very real crisis. This we can see as far away as these shores I write you from.

Wherein for all such concerns above, that the most severe sanctions, penalties and punishment be lawfully administered as well, by statute that applies of jurisdiction - such being contemporaneous with, and as a carefully monitored balance, of both Romanian Law and European Union convention, as it may be applied and focused upon Romania and the European Union Court of Justice.

Romania, again I am compelled to reiterate, a participating member state of the European Union. All of which is indeed the definition of equitable and understood E.U. oversight responsibility.

3) Wherefore, that pending these potential prosecutions, perhaps another separate neutral body be established, to also examine any and all evidence developed, as to accurately and impartially assess and inventory the complex damages that have resulted, with primary forethought to rapidly address among the ones prioritized, where reparation and restitution are possible.

Thus any and all exploits and fruits such criminal enterprise thereof, having been seized and secured, ultimately are in a tax revenue sense, upon legal disposition of speedy trial justice, made liquid, as returned rightfully to these tax paying citizen's reserves. Wherein, given the known circumstances, also perhaps European Union Parliament oversight accountability provisionally.

Thus any said unlawfully misappropriated proceeds in substance as of any seizure and suspensions, be recognized not only as for evidential purposes in probative essence of any prosecution sought, (in essence unlawfully taken by intent or otherwise, from the taxpaying Romanian public at large), be only TEMPORARILY held in transparent, accountable escrow, pending the outcomes of any said prosecutions.

We know I don't even need to impress upon you, that it is imperative that such suspension and escrow if established, hat such not persist indefinitely or unreasonably, as prone to any abuses in itself. The objective to prevail as quickly as can be, and ultimately returned in entirety, as the said rightful capital to the tax reserves.

Thus this secure place these budgets may rightfully be available for legitimate legal use and remediation, by a better seated administration that will recognize their responsibility of the oaths of public office and thus real accountability to the peoples they represent, free of the known abuses.

We would remark that the speediness now for the initiation of such an undertaking, as well as the "underway" working of such, seems best to serve the interest of the people as citizens who've unalienable rights (despite some aspects of policy abused as business as usual there now), .. as well as the rights any potentially accused individuals/conspirators, all uniformly met evenhandedly, where civil rights entitlements in a civilized world, should prevail and do so under your watch as an administrative element of the European Union.

Thus we feel strongly Ms. Striffer, .. that the time in fact, is now.

We recognize that European image and trade relations are very much at stake not just with Romania in it's capacity in an international sense , but many other E.U. member states.

For it is exactly situations as such, that from the low scale initially, have the innocuous potential erode first with legitimate small enterprise sometimes in seemingly the most unlikely places .. and may grow on and up to more severe impact.

This information we pass on to you as it may or may not be so conspicuous to you there as is it very much here, not in media or distant perceptions .. but very real day to day traffic commerce of real diverse peoples in real life here. The things at closed door board meetings, and conversations otherwise that lead to policy, which never make the media stream or newspapers and thus go unknown until the effects are seen later in time.

Ms. Striffer, I say these things to you not to criticize but know that there are many of us here in America that are in fact extremely sympathetic to and deeply concerned, about what I can only best characterize as "the EUROPEAN CONDITION" .. which as with everywhere on our earth, is a Human Condition.

Thus please be not surprised that we would wish to be better establish sincere unity, not just in large scale business potentials, but as in fact, Human Beings, who all inhabit the same small, and yet smaller planet.

We know that there are many people like yourself who are humane, in fact in reality, an actual majority. So it is with the most grave concern that we wish to rapidly and fairly see justice prevail together.
