E-bike Regulations in Kirkland

The Issue

This petition is to help Kirkland respond to the growing presence of e-bikes throughout the community. We recommend that the city put in place the following regulations:

1) All e-bikes (class 1-3) are permitted on sidewalks but must yield to pedestrians and not exceed 15 mph while  on the sidewalks.

2) All class 3 e-bikes must use bike lanes when available. If one is not, the rider is then allowed to use a sidewalk while adhering to the 15 mph speed limit.

3) Individuals under 16 are prohibited from riding class 3 e-bikes and e-motorcycles.

4) E-motorcycles (which have no active pedals for pedaling) are forbidden on sidewalks, walking paths, bike lanes/paths, and in parks. They may only be ridden in the road by someone over the age of 16 with a valid drivers license.

5) All e-bike riders under the age of 18 must wear helmets. 

6) Police can impound and temporarily hold a personal e-bike or e-motorcycle if the driver is found violating laws or safety standards.
