Towns around NC are banning chained up dogs. This is a serious problem in Durham. The city leaders need to follow suit and do the same. ASAP!! There is no reason at all that Durham City Gov't can continue to look the other way to inhuman treatment of any creature, especially treatment that is so common in our city.
