According to The Mercury News, 1.13 million workers are in trapped in EDD payment limbo.
EDD to 889,000 California workers “We can’t approve these claims at this time.” California’s unemployment rate was 14.9 percent in June 2020 – Alameda County was 13.4 percent.

Amidst this time of extreme tension in all our lives, many people in our communities are out of work and unable to pay their bills. We have all been forced to open our eyes to some very harsh realities lately. The Coronavirus, (COVID-19) is the worst we have seen in a century. Confirmed California cases are at 516,848 while Alameda County has recorded 11,867 cases with 189 deaths. Unfortunately, these numbers will continue to rise.

Due to the strict, but necessary Safe at Home orders, businesses have shut down or drastically scaled back across many cities across the County. These shutdowns have caused massive worker layoffs. The impacts of these layoffs have left Dublin residents, particularly those of our clientele who are undocumented, wondering how they are going to afford rent and put food on their table. Further, the crisis is disproportionately affecting communities of color, individuals, and families in low-income communities, reflecting entrenched structural and economic inequalities. In the City of Dublin, where many families and businesses were living paycheck-to-paycheck even before the COVID-19 crisis, many families have lost all income due to the shelter in place orders enacted by Governor Newsom. People of color who are least likely to be able to work from home, most likely to be renters, and most likely to be highly rent-burdened have been hit the hardest. The question now is, what are we going to do about it? My sincere hope is that we will come together in solidarity and mobilize in constructive ways.

Within that hope, I’ve started this campaign to propose the Dublin City Council to enact a temporary Rent Freeze ordinance for all tenants in the City of Dublin for 6 months during the Coronavirus pandemic. This ordinance would be enacted pursuant to Government Code Section 8634: During a local emergency the governing body of a political subdivision, or officials designated thereby, may promulgate orders and regulations necessary to provide for the protection of life and property, including orders or regulations imposing a curfew within designated boundaries where necessary to preserve the public order and safety. Such orders and regulations and amendments and rescissions thereof shall be in writing and shall be given widespread publicity and notice.
