Carmel Education Reforms

The Issue

Following a racial equity audit that has been conducted of Carmel Clay Schools (CCS), as well as the recording of numerous testimonials from  students, parents, teachers, counselors, and administrators in the district, it has become clear that there are major concerns in CCS regarding racial equity and various racial disparities in the school system.

Specifically, we found very alarming data with regards to:

  • Disparities in school discipline
  • Disparities  in graduation rates for students of color
  • Disparities  in ilearn testing scores between high SES and low SES students
  • Disparities in ilearn testing scores for  students of color
  • Disparities in AP/IB  (honors) class enrollment for students of color
  • Lack of diversity in all levels of the district and in hiring practices
  • Lack of racial equity in curriculum and lack of cultural opportunities for students of color
  • Numerous reports of microaggressions against students of color and the use of derogatory language by students in the schools.

In order to address these concerns and make Carmel Clay Schools an environment that is both welcoming and safe for ALL students, we are calling on Superintendent Beresford and the Carmel Clay School district to implement the following reforms:

  • Hiring of a Chief Equity Officer for Carmel Clay Schools Whose Job Is to Lead Racial Equity Implementation in the District.

  • Implicit Bias and Cultural Awareness Training for All District Staff (Administrators, Teachers, Counselors, Support Staff, SROs) as well as Youth Cadets

  • Inclusion of Racial Equity Campaigns in All School Improvement Plans

  • Revise the Curriculum to Include the Study of the History of People of Color Year-Round, Diversification of Texts, and Professional Development for Teachers on Racial Equity Pedagogy

  • Promote Diversity in Hiring Practices Throughout the District, At All Levels

  • Ensure That People of Color Have Access to Cultural Opportunities at School, Utilizing Outside Help, If Needed.

  • Greater Incorporation of Guest Speakers of Color In All Schools

  • Review, Revise, and Implement an Operational Definition of “Bullying” in the District

  • Require Teachers to be Mandated Reporters of Bullying

  • When Instances of Discrimination Are Encountered in Carmel Schools, the Instances Are to be Immediately and Thoroughly Investigated and Dealt With Appropriately

  • Streamline and Actively Monitor Equity Data Including School Discipline, Test Scores, and Enrollment in AP/IB/Honors Courses
