According to state and county policy, 

 2.1. All middle and high school teachers will be provided with one planning period per day or the equivalent, unencumbered of any teaching or supervisory duties. Elementary school teachers will be provided at least an average of 30 minutes per day during the students’ school week as planning time.

When we are pulled from planning to cover classes, attend meetings, or supervise tests, we are forced to take the work -that would have been done during that time- home. If we are pulled from our planning, we should be paid for that time. Just as if we miss our planning period for a doctors appointment, we are docked that time.
