A Clarification about some Quoted portions from an article by a news writer from Phil Daily Inquirer, p A14 dated October 11, 2015: "On March 18, the National Commission for Culture and the Arts (NCCA) issued a cease-and-desist order against the road project, which its critics said would damage portions of a heritage house, the municipal hall and plaza and a parish church. The opposition forced the DPWH to revise the plan and settle for three loading and unloading stations on the main road—the market area, middle of General Luna Street and in front of the town plaza." SHCI: This was partially true, since the news writer was present in the conference, he should have been more faithful and accurate, had he had written that the Sariaya Heritage advocates and other stakeholders sat down, talked and negotiated with DPWH last Sept 15 in a conference called by NCCA and held in Sariaya, Quezon rather than using the phrase “The opposition forced the DPWH to revise the plan”. There is a big difference between the word "FORCED" and "NEGOTIATED". And we quote again from pA14: "But conservationists continue to oppose the revised plan and launched an online petition to stop the digging for the road project. SHCI: Please read our position regarding the revised plan for DPWH Loading and Unloading Bay: "Ang NCCA order ay hindi sinusunod ng DPWH mula Setyembre 25 hanggang ngayon Setyembre 27, 2015. Nagkaroon na ng usapan sa pagitan ng DPWH, local na pamahalaan ng Sariaya, mga miyembro ng Ang Dakilang Pamana ng Lahi, mga heritage advocates ng Sariaya at mga may-ari ng Heritage Houses noong Setyembre 15, 2015 sa pamamagitan ng Ikatlong Konperensya sa Plaza de Shalom sa Sariaya. Napagkasunduan dito na magkakaroon pa ng isang meeting sa Oktubre kung saan dapat ilagay ang mga ‘loading at unloading bays’ na hindi dapat makakasira sa mga Heritage Houses at Old Town Streetscapes ng Sariaya na protektado ng Batas Republika Bilang 10066. SHCI: It is true that we launched this online petition but is it precise to write that SHCI and Sariaya stakeholders continue to oppose DPWH? The truth of the matter is, SHCI and Sariaya stakeholders sat down, talked and negotiated, and made counter proposal to DPWH. They didn’t oppose or Force some one. Quoted from PDI, pA14: "Nestor Cleofas, head of the DPWH-Quezon second district based in Lucena, said the project would not touch structures that are covered by the NCCA order. SHCI: very good!!!.. The head of the DPWH-Quezon second district based in Lucena should have followed the directives or memorandum of SEC ROGELIO SINGSON ordering all DPWH engineers to coordinate their infrastructure project's plan with the NCCA a long time ago. SHCI: Though, DPWH-Quezon should have coordinated with NCCA a long time ago regarding these structures that are covered by the NCCA order, the provisions of RA 10066 and its IRR remain unclear to the DPWH-Quezon. It is not an excuse that they are not aware of this new law about Heritage. SHCI: Our group openly, publicly wholeheartedly support the National Government in its project for progress and development, lest we be misunderstood by the public, but we believe that Government officials and its agencies should adequately know even if not by heart the provisions and the Implementing Rules and Regulations (IRR) of RA10066 and therefore make informed Decisions in balancing the implementation to preserve our rich Cultural heritage as protected by RA 10066 and provided under Art XlV, Secs 15-16 of the 1987 Philippine Constitution. SHCI: Accordingly, the DPWH doesn’t want to punish the people and motorists with traffic problems, that's why they are doing their mandate as long as there is no legal impediment, however, SEC ROGELIO SINGSON has been reminding his regional and field engineers time and again to coordinate their plans and projects with the NCCA to avoid costly revision of their plans. We praise SEC ROGELIO SINGSON for reiterating his directives to his regional engineers. We salute DE Nestor Cleofas for opening the doors of communication and negotiation based on his phone interview on TV Patrol last October 9, 2015 that they will attend any Meeting or Conference to be called by the NCCA Lest we be misunderstood, we are just sharing our thoughts and opinion, and we don’t intend to malign or impute any guilt upon any one, public, private or corporate. We believe that responsible journalism should be FAIR, BALANCE and PRECISE. Social media or Facebook posts and comments should have been used with more circumspect, rather than picking them up piece meal or out of context, liberally quoting and using them as basis for news articles, the old fashioned way interview still should have been employed and conducted by a respectable news writer.
