RETROACTIVE LIFETIME REGISTRATIONS: 

The Retroactive Lifetime Registrations occurred in Los Angeles, California and currently in Baltimore City.

The concept of retroactive lifetime registration is because of changes in registration laws. Initially, registrants were required to register for specific periods of 10 or 15 years. However, as the laws became stricter, registration requirements were extended to lifetime registration for many offenses.

In Maryland, the retroactive application of the Maryland Sex Offender Registration Act (MSORA) was challenged in court. The court has ruled that extending the registration period retroactively has violated the constitutional prohibition against ex post facto punishment.
