downtown dallas really sucks ... don't you agree?
The Issue
Over the last decade, Downtown Dallas, Inc. has collected more than $100 million from downtown property owners .
Here is what $100 million bought:
- 33% office vacancy. One in three downtown offices is empty.
- +42% violent crime. Not flat. Not improving. Up forty-two percent.
- A skyline of "activations," ribbon cuttings, and rebrands.
- A press release for every problem and a solution for none of them.
Downtown Dallas, Inc. is not a city department. It is not elected. It does not answer to voters. And yet it collects assessments from every property owner inside the Downtown Public Improvement District,
We, the undersigned — property owners, residents, workers, and taxpayers of Dallas — call on the Dallas City Council to:
- Commission an independent forensic audit of every dollar DDI has collected and spent over the last decade. Auditor selected by the City. Findings made public.
- Publish a quarterly public spending dashboard for all PID assessment revenue and all City contract revenue flowing to DDI. Every line item. Every vendor. Every salary above $100k.
- Hold a public Council briefing on DDI's performance against measurable outcomes — vacancy, crime, retail occupancy, foot traffic, capital projects delivered — not vibes, not press releases, not "activations."
- Open the next Downtown PID reauthorization to public comment and competitive proposals. No rubber stamp. No coronation.
- Codify a sunset trigger. If DDI cannot meet defined performance benchmarks, the Downtown PID is restructured or its administration is rebid.
