Local authorities through the EPCI (public institutions of inter-municipal cooperation : for us, it is Pays de Gex agglo) have the obligation to take care of household waste, as part of the public waste management service.

Pays de Gex agglo indicates on its "Mon Service Déchets" website: "On the territory, [trash] collection is done either door-to-door or in local containers. Accessible 7 days a week and 24 hours a day, voluntary drop-off collection reduces transport costs and nuisances related to the passage of trucks."

This local containers solution may have been enticing in theory on paper, but it's now far time to recognize that it has proven to be a very detrimental complete failure in real life on the ground on a daily basis. We can regret it, but that's the way it is: IT DOESN'T WORK, NOWHERE (at least, not in town), "7 days a week and 24 hours a day" (at least, on week-ends).

Because in town at least, the collection of "voluntary" waste contributions, which has in fact been IMPOSED ON THE POPULATION IN A DISPARATE WAY WITHOUT ANY CONSULTATION for a few years now, has in fact turned out to be NEITHER PRACTICAL NOR HEALTHY FOR THE POPULATION, NOR ECOLOGICAL FOR THE ENVIRONMENT, NOR MORE ECONOMIC (at least for the citizens who pay for the containers), NOR IN ANY WAY CONDUCIVE TO LIVING BETTER TOGETHER, creating a DAILY DISTURBANCE IN THE NEIGHBORHOOD AND IN PUBLIC ORDER. It is up to local officials (elected and unelected) to prove the contrary.

Under the guise of ecology and savings, the frequency of collection and cleaning (disinfection) of containers is in fact clearly insufficient.

And the uncivil illegal waste dumping in fact stems above all directly from THE VERY DISSUASIVE"INCENTIVE" FEE (linked to the "polluter pays" principle applied all over the place to individuals, who should feel guilty as living beings and consumers), CONSISTING OF THE OBLIGATION TO "BADGE" (and therefore to have subscribed and to pay, as for a private service) FOR EACH DEPOSIT OF HOUSEHOLD WASTE IN THE CONTAINERS (subscription of 250 € per year + €1.03 per deposit of up to 35 litres), penalizing especially large families, and ultimately resulting in an increase in the overall bill for paying users.

In the end, these "local" containers (in fact at a distance and impractical to access, especially for the elderly and people with reduced mobility), responsible for a pure and simple REDUCTION OF SERVICE and for an ENDEMIC UNSALUBRITY quite scandalous and unworthy of France and of the 21st century, CLOSE TO PEOPLE AND NATURE, especially in the more popular urban districts of the Pays de Gex, have de facto generated an INEQUAL TREATMENT compared to other lucky citizens of the Pays de Gex (both individuals and businesses) who still benefit (and will certainly always benefit) from the traditional door-to-door collection, IN BREACH of article R 2224-24 of the General Code of Territorial Communities.

THE UNDERSIGNED USERS THEREFORE DEMAND THE RESTORATION AS SOON AS POSSIBLE OF A QUALITATIVE AND EQUITABLE PUBLIC WASTE MANAGEMENT SERVICE THROUGHOUT THE PAYS DE GEX, WITH A RETURN OF TRADITIONAL DOOR-TO-DOOR HOUSEHOLD WASTE COLLECTION FOR ALL (WITH CLEAN ENERGY TRUCKS AND PROPERLY PAID CLEANERS), AS WELL AS THE DEPLOYMENT OF A TRULY INCENTIVE DEPOSIT (RECOVERABLE VALUE) SYSTEM FOR GLASS AND PLASTIC BOTTLES.

And for recent buildings built without a bin room for which the return to traditional door-to-door waste collection would not be technically possible, we at least demand the increase of the frequency of collection and cleaning (disinfection) of their containers, and above all, MAKE THEIR ACCESS FREE and RESTORE THE OLD METHOD OF FINANCING FOR ALL (garbage collection tax vs. incentive fee). The paying access by badge being most certainly at the origin of the illegal dumping of household waste observed daily at the foot of the containers. And the lack of practicality, the neglect and the overflow of the containers themselves being also the cause of the recurring uncleanliness around the containers.
