Rep. John Mica lost his congressional seat in the election and is now lobbying President-Elect Trump to be appointed Transportation Secretary. President-Elect Trump has promised a government for “the people,” not for special interests and lobbyists. Rep. Mica has a track record of supporting special interests, and in particular, All Aboard Florida.

MICA PROMISED TO CLEAR PERMITTING RED TAPE FOR ALL ABOARD FLORIDA PROJECT
Promised To Clear Permitting Red Tape For All Aboard Florida Project. “Promising to cut through the permitting red tape, U.S. Rep. John L. Mica (R-FL) is putting the U.S. Army Corps of Engineers on notice this week that he expects the agency to fast track the approval of permits for privately sponsored passenger rail service over an existing rail corridor and transportation right-of-way between Miami and Orlando…The ‘All Aboard Florida’ passenger rail project sponsored by Florida
East Coast Industries will provide frequent service between Orlando and Miami. The 230-mile distance will be covered in approximately three hours at speeds of up to 110 mph.” [Mica Press Release, 6/18/12]
IMPROPER RELATIONSHIP WITH ALL ABOARD FLORIDA LOBBYIST - SIGNIFICANT FINDINGS:
· Mica fast tracked the All Aboard Florida rail project, whose chief lobbyist is Russell “Rusty” Roberts, Mica’s former chief of staff, and helped secure terminal space at Orlando International Airport that will likely be used by the rail line.
· Roberts may have violated Florida’s Sunshine Laws while lobbying for All Aboard Florida
· Florida East Coast Industries, which oversees All Aboard Florida and which Rusty Roberts works for, contributed $4,000 to Mica in between 2014 – 2016 while Roberts himself bundled $14,500 for Mica between 2011 – 2014
· A coalition of activists oppose All Aboard Florida because they think it’s a cover to build more freight rail lines and they object to the $1.75 billion allocation of tax-exempt bonds for the project, a subsidy possibly worth $600 million
John Mica’s former chief of staff, Russell “Rusty” Roberts, was working as a lobbyist for Florida East Coast Industries, which owns All Aboard Florida, a higher-speed rail line project that would connect Orlando to Miami. Florida East Coast Industries has donated $4,000 to Mica in between 2014 to 2016, and Rusty Roberts has bundled $14,500 for Mica. Mica, in turn, has worked to expedite construction of All Aboard Florida, issuing a press release trumpeting his role in fast-tracking permit approvals for the project from the U.S. Army Corps of Engineers and fighting to obtain FAA approval for terminal space at Orlando International Airport that would likely be used for All Aboard Florida. He also demonstrated strong support for All Aboard Florida’s allotment of tax-exempt privateactivity bonds. A coalition of Florida activists oppose All Aboard Florida because they think it is a cover to build more freight lines and they object to the huge subsidy Florida East Coast Industries is receiving by being able to issue tax-exempt bonds for the project, which could save them upwards of $600 million in interest costs.
