Armenia’s peaceful civilian population in Tavush Province is under attack by the brutal oil-dictatorship of Azerbaijan, which has repeatedly ignored their ceasefire obligations and international calls to maintain peace during the COVID-19 crisis. This constitutes a violation of international humanitarian law.

Since Sunday, July 12, Azerbaijani armed forces have made numerous attempts to breach the internationally recognized borders of the Republic of Armenia, violating Armenia’s sovereignty and territorial integrity. The ongoing attempts at infiltration and military provocation are directed towards the north-eastern province of Tavush in Armenia.

In recent days, Armenia’s civilian population has been targeted by Azerbaijan, namely in the villages of Chinari, Aygepar, Nerkin Karmiraghbyur, Paravakar and the city of Berd, including factories manufacturing facemasks and PPE equipment to combat the major COVID-19 crisis gripping the country. Azerbaijan has also been using weaponized drones to attack civilian targets in the town of Berd.

The Azerbaijani military uses its own population, civilians as shields and a target, placing artillery close to the village of Dondar Gushchu in the Tovuz district about 10 kilometers (six miles) from the border, afterwards claiming that Armenia has deliberately attacked Tovuz out of blue. This is outrageous.

Furthermore, the Azerbaijani defense ministry has threatened to bomb a Chernobyl type nuclear power station in Armenia. The threat came in a statement from Azerbaijani Defense Ministry spokesman Vagif Dargyakhly, who said: 'The Armenian side mustn't forget that the state-of-the-art missile systems our army has are capable of launching a precision strike on the Metsamor nuclear power plant, and that would be a huge tragedy for Armenia.' Any government making such public announcements is committing an international crime.

We are calling all representatives to hold Azerbaijan accountable for their illegal attack on Armenia’s borders, for violating international laws, destroying Armenian homes, killing Armenian people and making public statements with threats of nuclear catastrophe in Caucasus. Azerbaijan must be stopped.
