Executive Body of Mtskheta Municipality
This is to express our discontent in regard with massive termination of homeless animal (dogs) population planned by management of The Mtskheta Municipality.
On July 23, 2013, The Mtskheta Municipality has announced the tender on purchasing services of catching and euthanizing (intentional ending of a life by injection) homeless animals. According to the tender documentation, only “diseased” and “aggressive” animals should be euthanized. The mentioned terms are vague as the tender does not provide definitions of “diseased” and/or “aggressive”.
According to the website of The Competition and State Procurement Agency, the status of the tender is “in the process of contract preparation”. The only participant of the tender is SP ‘Sergo Verulashvili’ (ID #60001026992), which is formed with the people that treat animals with the most cruelty. The contractor does own a shelter in its ownership, but has a premise that is an animal concentration camp in the city Kutaisi (see video www.youtube.com/watch?v=Yu9qWmnQIug). The participant has a contract with Kutaisi Mayor on isolation of 2 745 (two thousand seven hundred forty five) animals until the end of this year. It is practically impossible to fit so many animals in the mentioned premise.
The mentioned barbarous actions are direct severe violation of articles 102 and 104 of the Georgian Administrative Law Violation Code, article 259 of the Georgian Criminal Law Code and various international conventions. The latter has caused lack of control of diseases, population destabilisation and arrival of new flow of animals from rural areas in Kutaisi. The termination of homeless animals increased risks related to human health.
While managing homeless animal population, it is a must to apply recommendations of local and international animal organizations and associations stating that reduction of homeless animal population must be carried out using only humane and proper methods such as opening shelters and veterinary-rehabilitation centres to manage animal identification, vaccination, neutering/ spaying and other various veterinary procedures; to return animal to the initial place, to find a foster family or a new owner.
The annex #2 of the tender documentation (service budget) demonstrates a true intention of The Mtskheta Municipality to identify the number of animals to be euthanized, as the annex cannot be filled in by the participant without specifying this number.
Based on all abovementioned, we demand from The Mtskheta Municipality to stop the process of signing a contract with SP ‘Sergo Verulashvili’. the immediate termination of the tender!
