Don't Let Labs Hide Animal Testing: Say NO to Self-Approved "Mild" Tests
Don't Let Labs Hide Animal Testing: Say NO to Self-Approved "Mild" Tests
The Issue
Why this matters:
Right now, animal testing in India is tightly regulated by a central committee—the Committee for Control and Supervision of Experiments on Animals (CCSEA). This central oversight ensures that labs cannot torture, cage, or experiment on animals without strict, independent, third-party scrutiny.
But the newly proposed Draft Laboratory Animals Rules, 2026 are about to strip away these vital safeguards.
The Danger of the 2026 Draft Rules:
Under Rule 11 of the new draft, research institutions, pharmaceutical companies, and testing facilities will be allowed to internally approve experiments classified as "mild" or "moderate" through their own internal Institutional Animal Ethics Committees (IAEC), without requiring mandatory clearance from the central CCSEA.
This creates a massive conflict of interest: labs are effectively being asked to police themselves.
Furthermore, ambiguous clauses around stray and feral animals (Rule 5) open up dangerous pathways that threaten community and stray animals.
What happens if this law comes to power?
Zero External Accountability: Labs can easily label painful or invasive procedures as "mild" or "moderate" just to pass them through their internal committees.
More Suffering, Less Transparency: Without central checks, animals in research facilities will face a higher risk of neglect, unmonitored suffering, and unnecessary experimentation.
The Rise of Self-Regulation: When institutions are given the power to clear their own tests, animal welfare takes a backseat to corporate and research convenience.
What we are demanding:
We urge the Ministry of Fisheries, Animal Husbandry and Dairying to immediately amend the Draft Laboratory Animals Rules, 2026:
Reject internal self-regulation: Retain mandatory, independent central CCSEA oversight for all animal experiments, regardless of classification.
Protect stray animals: Ensure an explicit, unconditional ban on utilizing stray or feral animals for testing.
Prioritize alternatives: Mandate strict adherence to non-animal testing alternatives wherever available.
Animals cannot speak for themselves. If we don’t stop this loophole now, labs will have free rein behind closed doors.
