Thousands of dogs around New Zealand are put to sleep because their  families cannot raise the impound fees in time for Council deadlines. Councils need to have payment plans for impounded dogs so that dogs can return home to where they are loved and not put to sleep because of the financial hardship of raising the funds to Council time frames.
