Dog chained in -17 wind chill

The Issue

Ginny Price Shackelford and her daughter were arrested on January 6, 2023 for helping this dog on December 23, 2022 in Sullivan County, TN.

A call was placed to 911 and a deputy for the county responded. No report of the incident was filed by Deputy Hill.

The people on scene had a pen freeze, a phone freeze and the dog had frozen water, no food, a frozen chain, and was limping from the dog's paws freezing.

The time, temperature, and wind chill had the dog experiencing -17 degrees.

Per PetMD and from a Pet Hospital, the conditions were such that a dog is in severe danger.

The law for animal cruelty in Tennessee. One section as stated specifically:

"Fails unreasonably to provide necessary food, water, care or shelter for an animal in the person's custody;"

Note it does not say you have to have ALL.

So what you have is someone that chose to commit animal cruelty and a deputy who chose not to enforce the law nor make a report.

The people that helped the dog were arrested for what should have been done by the Sheriff's Office.

The freezing temperatures, limp, lack of food/water (and if the deputy had consulted a veterinarian) would have been enough to remove the dog and I am saying that as a former animal shelter director.

Instead it was left behind.

As for the people arrested, the reports were still not available to the public a full 5 days after their arrest when they were inquired about until the news became involved and other information was/is still being withheld.
