The Issue

This petition is being created by residents of Heber City and the surrounding communities who have ongoing concerns about the direction of city leadership and the decisions being made that affect our community.

Over the past several years, many residents have raised questions regarding transparency, accountability, planning decisions, financial oversight, and the overall direction of growth and development in Heber City. These concerns have been expressed at public meetings, through public comments, and within the community, yet many feel their voices have not been fully heard.

This petition is a formal expression of loss of confidence in the current city manager and a request that the Heber City Council carefully review the employment status of City Manager Matt Brower upon the expiration of his contract in April 2026.

Residents believe that leadership decisions have long-term impacts on our land, taxes, infrastructure, and quality of life, and that it is important for the City Council to consider the concerns of the community when determining the future direction of city administration.

This petition is not intended to make personal attacks, but to provide a lawful and respectful way for residents to express their concerns and ask for thoughtful review and action by the Heber City Council.

We respectfully ask the City Council to consider the concerns of the community and make decisions that reflect the best interest of the residents of Heber City and the surrounding communities.
