The Issue
Colleen M. Kelly,47,was charged with 12 counts of animal cruelty and 12 counts of rabies vaccination violations resulting from a report of cruelty at 159 Hales Road.
On Monday, Washington County/Johnson City Animal Control Officer Wayne Thomas found 10 Corgi's,one red heeler,one hound dog, two horses and four cats, according to a court record.
He reported that the dog kennels were "filthy with feces," overgrown with weeds and covered in trash. Water bowls were either empty or blackened and covered with algae. Two corgis had NO housing. One of the cats was injured. The horses were being fed from a mound of rotten hay that contained feces
Additionally, the animals were found without adequate shelters from the rain,cold,heat and other hostile environmental conditions. The animals are offered no protection from predatory aniamls.
As a community of dog owners and animal lovers, we find it unfortunate that animal control or other Legal entities, having known about this since 2006, has allowed this abuse and neglect to continue, we are requesting that arrangements be made for all of her dogs and animals to be removed from her care until she can prove she has the ability, both physically, mentally and financially to care for them.
She has been given ample opportunity to rectify this situation but has shown blatant disregard for the laws, the ethics of responsible breeder and shownmanship, and most important the moral responsibility to care for her animals in a manner that successfully meets the medical, nutritional and safety needs of her animals.
This CANNOT be allowed to continue as has been for the past 8 years.
