Disabled children and adults in Virginia rely on Medicaid-funded care hours to stay safe, healthy, and supported at home. These services provide essential help with daily living, behavioral support, supervision, mobility, and medical needs. Every approved hour of care matters. 

 

Families across Virginia are facing reductions in care hours and limited access to providers, creating dangerous gaps in support. When services are cut, the impact is immediate: increased crises, injuries, hospitalizations, caregiver burnout, loss of employment for caregivers, and a greater risk of unnecessary institutional placement. This issue affects everyone who depends on disability care - whether services are provided by agencies, nurses, attendants, or family caregivers.

 

For many families, home-based care is the only reason their loved one can remain safely at home and in the community. Without enough support, parents and caregivers are forced into impossible choices between work, financial stability, and meeting urgent care needs.

We call on Virginia lawmakers, Medicaid administrators, and disability service agencies to: 

  1. Protect all medically necessary Medicaid care hours for disabled children and adults.
  2. Ensure fair, transparent assessments and appeals when determining or reducing hours.
  3. Improve access to qualified caregivers and providers across the state.
  4. Support all care models that safely meet a person's needs, including agency care, attendants, nursing support, and consumer-directed options.
  5. Prioritize keeping disabled individuals safely at home and in their communities whenever possible.
  6. Listen to families and disabled individuals when making policy decisions that directly affect their lives.
