MCGM have just issued a circular restricting developers to utilise TDR on plots which are located on internal roads/ right of way/63k or private layout roads EVEN TO THOSE PROPOSALS WHO HAVE ALREADY OBTAINED COMMENCEMENT CERTIFICATE. 

This circular is discriminatory and illegal in nature as the developers commences the construction after IOD/CC is obtained and concession is approved by mcgm commisioner ajoy mehta. Once IOD/Commencement certificate is issued, MCGM should not restrict the construction of such particular projects. 

The interpretation of the circular issued by the urban development department is not done properly by MCGM.  

THIS IS CAUSING FINANCIAL LOSS TO THE DEVELOPERS AND MANY MANY PURCHASERS/RESIDENTS ARE HOMELESS AS THE ENTIRE REDEVELOPMENT PROCESS GETS STALLED AND /OR STOPPED. 

IT HAS HAPPENED MANY TIMES IN D PAST WHEREIN SUCH DISCRIMINATORY CIRCULARS ARE ISSUED CAUSING STOPPAGE OF WORK FOR 6-12MONTHS (UNTIL CLARIFICATION IS OBTAINED)  and THE DEVELOPERS and the purchasers and the members of the redevelopment societies have to face the trauma of such financial and mental loss/damage.
