Con esta petición hacemos un llamamiento a que el Ayuntamiento de Madrid revoque su decisión de desalojar la Casa Árabe de Madrid y aporte soluciones factibles y necesarias a los problemas que pueda considerar ineludibles. En su vigésimo aniversario, el alcalde de Madrid regala a la Casa Árabe un desalojo forzoso de la sede en menos de dos meses, sin previo aviso, y con una práctica ausencia de razonamiento o argumentación válidos. No existe ninguna necesidad de desalojar el inmueble de la Casa Árabe más allá de una disputa política y "de despachos", y la alternativa supondría una disrupción e incertidumbre demasiado arriesgadas como para ser en beneficio ya no de la Casa Árabe, sino de toda la ciudadanía de Madrid.

La Casa Árabe de Madrid tiene un valor incalculable para todo aquel madrileño que desee establecer puentes con el mundo árabe y araboparlante. A través de sus diversas exposiciones, conferencias, cursos, talleres y programas de cooperación internacional, así como su Centro de Lengua Árabe, que brinda la oportunidad de aprender tanto árabe moderno estándar como las diferentes variantes regionales del árabe, las actividades de la Casa Árabe se han consolidado en estos 20 años como un servicio público y de calidad, vital para el intercambio cultural, convivencia y cooperación internacionales en una ciudad cuya identidad recae en su apertura cultural y su diversidad.

El pasado 29 de junio el alcalde de Madrid, José Luis Martínez-Almeida, consideró que la Casa Árabe se había convertido en un "chiringuito" tras la gestión de su anterior directora, Irene Lozano. Una posible gestión económicamente fraudulenta no hace que la Casa Árabe pertenezca a quien la ha gestionado: pertenece a la ciudadanía, existe anteriormente a este supuesto caso, y su actividad sociocultural sigue siendo igualmente importante, siendo capaz de recuperarse bajo actuales y futuras gestiones. Las declaraciones de Martínez-Almeida constituyen un desprecio profundo a la Casa Árabe, que merece no menos que una disculpa a la institución y a quienes trabajan en ella y quienes se benefician de su actividad.

Ante tales consideraciones, el alcalde ha anunciado que, con fecha máxima del 1 de septiembre, se va a proceder al desalojo del inmueble en el que se aloja la Casa Árabe de Madrid: el edificio de Escuelas Aguirre. El Ayuntamiento, aunque se ofrece a ayudar a la Casa Árabe en su búsqueda de nuevo inmueble, no ofrecerá ningún otro espacio municipal y reformará el edificio para ofrecerlo a otros usos que considere "para disfrute de los madrileños", en palabras de Martínez-Almeida.

Con esta petición afirmamos que la Casa Árabe ya es para disfrute de los madrileños, es un espacio abierto y diverso que refuerza la proyección internacional de la ciudad, de la que se beneficia su población, igualmente diversa. Pero la actual alcaldía considera que una gestión que, en todo caso y de confirmarse las sospechas del Ayuntamiento, habría perjudicado precisamente a quienes participan en la Casa Árabe, es suficiente para desmantelarla por completo y forzarla a buscar alternativas contrarreloj. Aunque el Ayuntamiento se ha mostrado dispuesto a explorar alternativas, no brinda más que dos meses para un proceso absolutamente innecesario y cruel con quienes componen la Casa Árabe. Por todo ello, necesitamos tu apoyo para detener el desalojo antes de que sea demasiado tarde.

معاً لوقف إخلاء المقر التاريخي للبيت العربي في مدريد

من خلال هذه العريضة، نوجّه نداءً إلى مجلس مدينة مدريد للتراجع عن قراره بإخلاء مقر البيت العربي في مدريد، والعمل على إيجاد حلول واقعية وضرورية لأي مشكلات قد يعتبرها ملحّة ولا يمكن تجاهلها.

ففي الذكرى العشرين لتأسيسه، يقدّم عمدة مدريد إلى البيت العربي "هدية" تتمثل في إخلاء قسري لمقره خلال أقل من شهرين، ومن دون أي إشعار مسبق، وفي ظل غياب شبه تام لأي مبررات أو حجج قانونية أو موضوعية مقنعة.

ولا توجد أي ضرورة حقيقية لإخلاء المبنى الذي يحتضن البيت العربي، باستثناء خلاف سياسي وإداري يجري خلف أبواب المكاتب. أما البديل المقترح، فمن شأنه أن يُحدث اضطرابًا وحالةً من عدم اليقين تنطوي على مخاطر كبيرة، ليس بالنسبة إلى البيت العربي فحسب، بل أيضًا بالنسبة إلى جميع سكان مدينة مدريد.

يمثّل البيت العربي في مدريد قيمة لا تُقدّر بثمن لكل من يرغب من سكان مدريد في بناء جسور التواصل مع العالم العربي والناطقين باللغة العربية. فمن خلال معارضه المتنوعة، ومؤتمراته، ودوراته التدريبية، وورش العمل، وبرامج التعاون الدولي، إلى جانب مركز اللغة العربية الذي يتيح تعلّم العربية الفصحى الحديثة ومختلف اللهجات العربية، رسّخ البيت العربي، على مدى عشرين عامًا، مكانته بوصفه مؤسسةً تقدّم خدمةً عامة عالية الجودة، تؤدي دورًا أساسيًا في تعزيز التبادل الثقافي والتعايش والتعاون الدولي في مدينة تقوم هويتها على الانفتاح الثقافي والتنوع.

وفي التاسع والعشرين من يونيو، صرّح عمدة مدريد، خوسيه لويس مارتينيث-ألميدا، بأن البيت العربي قد تحوّل إلى «مؤسسة صورية» بسبب إدارة مديرته السابقة، إيريني لوزانو. غير أن وجود شبهات حول سوء إدارة مالية، إن ثبتت، لا يعني أن البيت العربي ملكٌ لمن تولّى إدارته، بل هو مؤسسة تعود للمجتمع، ووجودها يسبق هذه القضية المزعومة، كما أن رسالته الثقافية والاجتماعية ما زالت تحتفظ بأهميتها الكاملة، وهو قادر على التعافي والاستمرار في ظل الإدارات الحالية والمستقبلية.

إن تصريحات مارتينيث-ألميدا تمثل إساءةً بالغةً إلى البيت العربي، وتستوجب اعتذارًا رسميًا للمؤسسة، وللعاملين فيها، ولكل من يستفيد من أنشطتها.

وبناءً على هذه الاعتبارات، أعلن العمدة أنه سيتم، في موعد أقصاه الأول من سبتمبر، إخلاء المبنى الذي يحتضن البيت العربي في مدريد، وهو مبنى مدارس أغيري. ورغم أن مجلس المدينة أعلن استعداده لمساعدة البيت العربي في البحث عن مقر جديد، فإنه لن يخصص له أي فضاء بلدي بديل، بل سيقوم بإعادة تأهيل المبنى لاستخدامات أخرى يعتبرها، بحسب تعبير مارتينيث-ألميدا، «مخصصة لاستفادة سكان مدريد».

ومن خلال هذه العريضة، نؤكد أن البيت العربي هو بالفعل فضاء يستفيد منه سكان مدريد، فهو مساحة مفتوحة ومتنوعة تعزز الحضور الدولي للمدينة، وتعود بالنفع على مجتمعها المتعدد الثقافات.

غير أن الإدارة البلدية الحالية ترى أن إدارةً قد تكون، في أسوأ الأحوال، قد ألحقت الضرر بالمشاركين في أنشطة البيت العربي، تكفي لتفكيك المؤسسة بأكملها وإجبارها على البحث عن بدائل في سباق مع الزمن. ورغم أن مجلس المدينة أعلن استعداده لدراسة حلول بديلة، فإنه لا يمنح سوى شهرين لإنجاز عملية لا ضرورة لها أصلًا، وتشكّل إجراءً قاسيًا بحق العاملين في البيت العربي وكل من يشكّل جزءًا منه.

لذلك كله، نحن بحاجة إلى دعمكم لوقف هذا الإخلاء قبل فوات الأوان.

Stop the Eviction of Madrid's Iconic Arab House:

With this petition, we call on Madrid's City Council to revoke its decision to evictMadrid's Arab House (Casa Árabe) and to provide feasible and necessary solutions to any problems it may consider unavoidable. On its twentieth anniversary, the Mayor of Madrid is gifting the Arab House with a forced eviction from its headquarters in less than two months’ time, without prior notice, and with a virtual absence of valid reasoning or justification. There is no need to evict the Arab House from its premises other than a political and ‘backroom’ dispute, and the alternative would entail a disruption and uncertainty risky enough to be in the interests not only of the Arab House, but of all the citizens of Madrid.

Madrid's Arab House is of inestimable value to every Madrilenian who wishes to build bridges with the Arab and Arabic-speaking world. Through its diverse exhibitions, conferences, courses, workshops and international cooperation programmes, as well as its Arabic Language Centre, which offers the opportunity to learn both Modern Standard Arabic and the various regional variants of Arabic, the Arab House’s activities have, over the past 20 years, established themselves as a high-quality public service, vital for cultural exchange, coexistence and international cooperation in a city whose identity is rooted in its cultural openness and diversity.

On 29th June, the Mayor of Madrid, José Luis Martínez-Almeida, described the Arab House as having become a “gravy train” following the tenure of its former director, Irene Lozano. Any potential financial misconduct does not mean that Arab House belongs to whoever managed it: it belongs to the public; it existed prior to this alleged incident; and its socio-cultural activities remain just as important, capable of recovering under current and future management. Martínez-Almeida’s remarks constitute some profound disrespect towards the Arab House, which deserves nothing less than an apology to the institution, to those who work there, and to those who benefit from its activities.

In light of these considerations, the mayor has announced that, by 1st September at the latest, the Arab House's headquarters in Madrid – the Escuelas Aguirre building – will be vacated. Although the City Council has offered to assist the Arab House in its search for new headquarters, it will not provide any other municipal space and will refurbish the building to put it to other uses it deems “for the enjoyment of the people of Madrid”, in the words of Martínez-Almeida.

With this petition, we affirm that the Arab House is already for the enjoyment of the people of Madrid; it is an open and diverse space that strengthens the city’s international profile, from which its equally diverse population benefits. Yet the current City Council believes that a management approach which – if the Council’s suspicions are confirmed – would have harmed precisely those involved with the Arab House, is sufficient grounds to dismantle it completely and force it to seek alternatives against the clock. Although the City Council has shown itself willing to explore alternatives, it is allowing no more than two months for a process that is entirely unnecessary and cruel to those who make up the Arab House. For all these reasons, we need your support to stop the eviction before it is too late.
