PIO to OCI conversion process has been simplified. Why can't this be done for OCI reissue process?

Another change.org petition was demanding simplification of the process for PIO to OCI conversion, and the government of India actually did it in response to the power of the petition. If a PIO to OCI process can be simplified then an "OCI to OCI" (renewal) process should also be as simple, if not simpler, because it is not even a conversion - it is simply a renewal of the same card. But of course, the most ideal victory would be total elimination of the OCI card renewal requirement but until that happens, the process of OCI card renewal should be made as simple as the PIO to OCI conversion process or, better yet, even simpler than that.
