Immigration check points in India not enforcing the rule?

From couple of families (with children under 21 years of age) that I have talked to recently, I learned that these families actually went through immigration check points in India as recently as last month (July 2016) without any issues while they carried with them their original OCI cards (not reissued), old passports with U visa stickers, and renewed passports. This information tells me that the immigration process in India does not go by the OCI reissue requirement rule (thankfully so), while the rule remains posted by the Indian embassies and CKGS. This news goes very much along the promise made my PM Modi when he visited USA two years ago (see the URL below), i.e., to make immigration to India a hassle-free experience for Indians living abroad.
