Veterans Affairs' only requirements to honor Home Loan Guarantees, also called Certificates of Eligibility, are a good history of paying rent and a good history of paying debt.  Veterans Affairs as no requirement for a credit score.  VA's requirements are all that any mortgage company should require to honor our Veterans who want their own homes.  Each and every mortgage company contacted requires a specific credit score in order for Veterans to utilize their home loan guarantees.  These home loan guarantees are a guarantee of payment by Veterans Affairs if, that's a big IF, the Veteran should fail to make mortgage payments.  These Certificates of Eligibility are a benefit provided to honorably-discharged Veterans as a thank you for their service and sacrifice to our country.  These Certificates should be honored with the same requirements as Veterans Affairs and the only other requirement should be income to mortgage payment ratio; since most rents are more than a mortgage, that would not be a problem.
