The Pantawid Pamilyang Pilipino Program (4Ps) is a human development measure of the national government that provides conditional cash grants to the poorest of the poor, to improve the health, nutrition, and the education of children aged 0-18. It is patterned after the conditional cash transfer (CCT) schemes in Latin American and African countries, which have lifted millions of people around the world from poverty. The lead of this program is the Department of Social Welfare and Development (DSWD).
The 4Ps operates in all the 17 regions in the Philippines, covering 79 provinces, 143 cities, and 1,484 municipalities. Beneficiaries are selected through the National Household Targeting System for Poverty Reduction (NHTS-PR), which identifies who and where the poor are in the country.
The 4Ps is I partnership with the Commission on Higher Education, the Department of Labor and Employment, and the Philippine Association of State Universities and Colleges, 4Ps has enrolled 36,003 beneficiaries in state universities and colleges as of June 2015. Additionally, in partnership with PhilHealth, 4Ps has covered 4.4 million beneficiaries under the National Health Insurance Program.
Our group wants to petition the Pantawid Pamilyang Pilipino Program (4Ps) and the agencies behind this program to revalidate all of their beneficiaries. Because some of the beneficiaries don’t need to be included in this program anymore because they have already emerged from poverty.. and according to DSWD secretary Judy Taguiwalo that “ to be delisted from the list are those who are not considered poor anymore as most of them have children who graduated from school as 4Ps scholar and who have their means of livelihood already.” Some of the beneficiaries of 4Ps are families of OFWs which indicates that they are more economically capable and there’s no need for them to depend on 4Ps.. We get this information through our research, and according to Bobby Lagasa (Inquirer News reporter) “More than 13,000 families in southern Mindanao have been removed from the list of beneficiaries of the government’s cash subsidy program for the poor, known as Pantawid Pamilyang Pilipino Program (4Ps), in an ongoing review by the Department of Social Welfare and Development (DSWD), according to a department official.”
We took notice of this problem because there are so many families that can’t afford to take their children to school and could not afford to eat 3 times a day, but aren’t a part of the 4Ps We want them to be part of the 4Ps program and for the program to be inclusive so we want to revalidate all the information of the 4Ps beneficiaries.
