YES TO PARTIAL BAN! No To Total Deployment BAN in Kuwait!
The Issue
We are united in seeking justice to the death of our fellow OFW Jeanelyn Villavende. We demand punishment to the gruesome maltreatment that causes her death. We agree to the suspension of deploying new domestic workers in the country. However, we also seek consideration to our government in the declaration of Total Deployment Ban to Kuwait. We believe that this declaration is not very effective in pursuing justice to the death of our fellow OFW, but it places the OFW as victims including its family. OFW who are presently working in Kuwait should not be use as collateral in this issue because many OFW presently working in Kuwait has good employers as per record of those workers who applies OEC or balik-mangagagawa at POLO-OWWA, Embassy of Philippines To Kuwait.
This inconsiderate declaration of Total Deployment Ban to semi-skilled Workers and Balik-Mangagawa Domestic Workers has a great impact to its family economy. No alternative plan or concrete program was given or presented to those who will be affected of this declaration. How can an OFW go home for a vacation to visit its family member if the worker knows that they cannot return back to its work site and ended up jobless in the country of origin? Who will provide the OFW's children's school fees if they will not be able to work? Who will support the medication expenses of their family member who is sick? Who will accept aged workers and what option the government provides them? Yes, the government provides some assistance. How far the amount of assistance be able to aid them? These are just some concerns of OFW's who will be affected by the total ban.
We strongly recommend to reconsider the POEA Governing Board Resolution No. 04, Series of 2020 or Total Deployment Ban to Kuwait and reduce it to Partial Deployment Ban in favour to OFW who are presently working in Kuwait and those who are in the Philippines who went home for their vacation, the Balik-manggagawa semi-skilled workers and Balik-Mangagawa Domestic Workers.
