On November 29th 2019 Robert Graham's harassments, threats and physical abuse to a half a dozen women throughout Linn County,Benton County , and Marion County were brought to my attention.

At that time I  posted him as a threat to be in a relationship with to caution women of the risks of becoming personally acquainted With Mr. Graham.

The very day I posted it I started receiving threats myself from him.

 threats, of "you better take the post down or you will end up like her" .

I am assuming he is meaning one victim in particular which I have never spoken to.

I only know of her due to the abuse she has endured at the hands of Mr. Graham and continues to endure.

The  main reason I am writing to you today is I am very concerned as Several Women's complaint's ignored My own complaints also ignored.

He has numerous restraining orders against him and from women in three different counties.

Each time he violates those orders should be an automatic arrest.

We ask that your department investigate these claims of harrasment , Assault,  and violations of his orders .

 I find this very concerning considering a woman no matter what character should not be subject to abuse harassment and terrorized everyday.

 For example Tiffany Lazon she was treated the same way as if she was not believable or she was suicidal or she lied, and now she is deceased at the hands of her abuser so I asked you do not let these Women become another Tiffany lazon.

As a woman I beg you to investigate this matter it is a violation of Women's civil rights and several of these woman have restraining orders against Mr. Graham Mandatory Arrest:

1. Statute Number: ORS 133.310

2. Mandatory Arrest on an Oregon Restraining Order: ORS 133.310(3): “A

peace officer shall arrest and take into custody a person without a warrant

when the peace officer has probable cause to believe that: There exists an

order issued pursuant to ...ORS 107.716, 107, 718...and a true copy of the

order and proof of service has been filed as required... and the person to be

arrested has violated the terms of that order.”

These violations are going ignored and constantly ignored.

And from my understanding law enforcement is to take mandatory domestic violence training as they are first responders.

Law Enforcement: The top priorities in training for law enforcement only encompass between 24

and 31% of responses, indicating a wide range of training priorities. Advanced DV/SA training,

working compassionately with fearful and hostile victims and first responder assessment

received the most responses.

Stalking as defined by ORS 163.732 (oregonlaws.org/ors/163.732)

1. A person commits the crime of stalking if:

a. The person knowingly alarms or coerces another person or a member of that person’s immediate family or household by engaging in 

repeated and unwanted contact with the other person;

b. It is objectively reasonable for a person in the victim’s situation to have been alarmed or coerced by the contact; and

c. The repeated and unwanted contact causes the victim reasonable apprehension regarding the personal safety of the victim or a 

member of the victim’s immediate family or household.

2. Stalking is a Class A misdemeanor.

a. Notwithstanding paragraph (a) of this subsection, stalking is a Class C felony if the person has a prior conviction for:

i. Stalking; or

ii.Violating a court’s stalking protective order.

b. When stalking is a Class C felony pursuant to paragraph (i) of this subsection, stalking shall be classified as a person felony and as 

crime category 8 of the sentencing guidelines grid of the Oregon Criminal Justice Commission. [1993 c.626 §2; 1995 c.353 §2] Note. 

See second note under 163.730 (Definitions for ORS 30.866 and 163.730 to 163.750).

Training Priorities: Priorities for law enforcement training are very different from the overall

sample. The top three priorities selected are first responder assessment, identifying the primary

and predominant aggressor, and basic DV/SA training. Training priorities remain the same for

prosecution with the exception of working compassionately with fearful and hostile victims

(22% of total respondents, but only 6% of law enforcement respondents). Instead training in

strangulation (prosecution of crime as a felony) is ranked as a top priority. Priorities in training

for Tribal and community-based victim service providers includes, community resources

available to victims, advanced DV/SA training, safety planning , and identifying victim mental

health and substance abuse issues. Stalking laws and enforcement is not prioritized in the top

three for the overall results, but is a priority for law enforcement.


These Officers are breaking the law and it's going unnoticed.

I was an advocate for Tiffany Lazons Daughter.

I for one find it disgusting and find our Law Enforcement the same.

WE DO NOT WANT ANOTHER TIFFANY LAZON VICTIM DEAD HER CRIES FOR HELP IGNORED OR SOME OFFICER BELIEVING HE CAN PICK AND CHOOSE WHO IS A SUITABLE VICTIM.

NOT TO MENTION THESE WOMEN DEMAND TO HAVE equal protection under the law.
