Why this petition matters

The following petition is addressed to the U.S. Department of Justice and the Community Integrity Unit established under the current Wyandotte County District Attorney’s Office.

Terra Morehead is an assistant U.S. Attorney for the state of Kansas. She was a Wyandotte County prosecutor from 1986 to early 2000s. She prosecuted a significant number of cases involving serious crimes. During her career as a prosecutor in Wyandotte County she was in a romantic relationship from 1990 to 1991 with Wyandotte County judge, Hon. J. Dexter Burdette, who ruled over many of her cases. Although this information is widely known throughout the Unified Government of Wyandotte County/KCK and the local legal community, there has never been an investigation or judicial review of these facts.

Terra Morehead’s continuous misconduct has led to numerous overturned convictions and her removal from over 20 criminal cases. She has been cited multiple times for failing to present critical evidence, using false statements; threatening witnesses, and consistently abusing her prosecutorial power.

The depth of the impact of Terra Morehead’s behavior and the oversight of the Unified Government of Wyandotte County/KCK is unknown but it is felt across many generations of Wyandotte County residents.

As a KCK resident, we call on the U.S. Department of Justice and the Community Integrity Unit under the current Wyandotte County District Attorney’s Office to fully review all cases prosecuted in Wyandotte County by Terra Morehead with special attention to cases tried during her romantic relationship with Hon. Judge J. Dexter Burdette.

We do not assert anyone’s innocence. We believe all people have a human right to fair justice under the law.
