Raise Awareness for Mental Health Condition in the Philippines
The Issue
The Philippines as of today with the administration of Duterte includes more funding for United Health Funds and funding for Mental Health Institutions. However, not everyone is aware of the situation, incapable of utilizing the mental health rehabilitation and medicines.
Since not everyone knows about the mental health act that has recently been passed on by Senator Risa Hontiveros.
According to the Senate of the Philippines (2016), Senate Bill No. 1190 or the Philippine Mental Health Act of 2016 aims to protect the rights of Filipinos with mental disorders and/or disabilities in able to prevent and treat mental illnesses as well as to promote the mental health of the Filipinos.
Senator Risa Hontiveros said that, "For the longest time, many people with mental health needs are silently suffering in the dark due to the lack of a comprehensive mental health law. It’s time we uphold the people’s right to mental health and protect the rights of those who require mental health services."
As stated by the article of Dvlcettones (2016), Sen. Hontiveros' bill seeks to uphold the rights of persons with mental health needs to receive services appropriate for them at all levels of the health care system. The bill also pushes for the client's participation in the formulation of a psychosocial treatment plan fit for them, consent, establishment of neurological services especially in regional areas, alternative treatment, and for the creation of a mental health care system. The senator also added that integration of mental health in the education curriculum is salient in fighting the stigma.
Also by Dvlcettones (2016), 1 in 5 adult Filipinos suffer from a mental disorder. This is an average of 88 reported (reported only, mind you) mental illness per 100,000 Filipinos. According to studies and government statistics, Sen. Hontiveros said that our country has the highest number of depressed people in Southeast Asia, with schizophrenia as the top mental health disorder among Filipinos.
According to the WHO, 1 in 5 people suffer from mental health problems worldwide, yet there are only 0.05 psychiatrists per 100,000 people in the Philippines; most health insurance companies still don’t cover mental health-related issues, and the stigma still weighs heavily on people suffering from mental illness.
