My sister "SWAPNIL" D/O:- Rajesh Kumar , was studying MBBS at Government Medical College, Bettiah, Bihar. during her 1st year of study in 2015-16, she suffered from Schizophrenia (A disorder that affects a person's ability to think, feel and behave clearly). She was then undergoing treatment and counselling and was advised to be with her family. Our hometown is in Gaya, Bihar, which is some 300 Km from Bettiah. She then passed her 1st year professional examination on 4/12/2016, being under medication and treatment. We wanted her to be migrated from her present medical school in Bettiah to Anugrah Narayan Magadh Medical College, Gaya, which was in our hometown. For this we had to obtain No Objection Certificate from the Transferring and Transferee College and the University. Both the colleges come under the same university, Aryabhatta Knowledge University, Patna. And then we had to appeal to the Department of Health of Govt. of Bihar, who was the concerned authority for approving the transfer, within 1 month of passing the 1st professional examination, as per Medical Council of India guidelines for Migration.
We had got the NOC from both the colleges, but the University delayed in providing the NOC, even though the application for NOC was submitted on 16/12/2016, NOC was provided on 09/01/2017. There was a delay of 25 days and we couldn't meet the deadline of 4/01/2017, which was 1 month from the declaration of result. We then moved to the Secretary of Department of Health of Govt. of Bihar and he straightforward rejected our application stating we were late, as the 1 moth deadline had already passed. Then on we went door to door of every concerned authority but no one paid heed to this. Finally after losing all hope we filed a petition in Patna High Court in July and the verdict came on 10/07/2017. The court gave a verdict asking the Principal secretary of Department of Health, Bihar to look into the case and consider it, if found permissible and if there could be some scope of relaxation, considering it an exceptional case, if needed in consultation with MCI. For more than a month the state government didn't make any progress towards this and neither consulted with MCI. We again inquired and found that MCI was not consulted in this case and neither any action was taken and even the application was not posted to MCI as it lay in the Government office. After repeated visits they sent the letter to MCI and MCI had already stated that they couldn't play any role as per the regulations, as the transfer was to be done within the same state and even asked state government to do as deemed fit. But state government seemed imprudent and reckless as always.
My sister is suffering from Schizophrenia and often gets depressed or faints thinking about her future. It has been a year now and she isn't able to attend her classes. This is what is happening in a nation which shouts the slogan of "BETI BACHAO BETI PADHAO", a beti aspiring to be a doctor is left to get into depression and die when she could have become a doctor and serve the nation.
