Clubbing semester exams together isn't practical because the students can't possibly focus on the syllabus for 2 semesters together.The lockdown & postponement of their exams due to the pandemic isn't something that the students asked for so why should they face such a problem which could hinder their performance for both of the semesters exams. 

It's easy for the respected authorities to pass their verdict without assessing what the student will go through. Many students in remote parts of India don't have proper access to online content and classes too.The lockdown/pandemic has already created problems for students (migratory/non-migratory).
