This is the 10th parole request by Anthony J. M. Duenas, convicted in the death of Melissa Ann Quinata. Each hearing forces her family — especially her children — to relive a trauma that will never heal. We urge the Guam Parole Board to deny parole and uphold justice, accountability, and community safety We, the undersigned, respectfully submit this petition in firm opposition to the parole request of inmate Anthony J. M. Duenas, whose tentative hearing is scheduled for Thursday, March 26, 2026. This marks his tenth attempt at parole. Each attempt is not a routine review — it is a recurring trauma for a family who has already endured the unimaginable. Most importantly, his children stand in unwavering opposition. They remain the voice of their mother, Melissa Ann Quinata, whose own voice he permanently silenced. While the inmate seeks a second chance, he denied that same chance to his victim. There is no form of “restorative justice” that can restore a life taken. The punishment must reflect the permanence and gravity of the loss. Domestic violence that ends in death must never be met with leniency. Granting parole in such a case would undermine the seriousness of the crime, disregard the suffering of the victim’s family, and compromise community safety. We urge the Guam Parole Board to honor the sanctity of life, the enduring pain of the victim’s family, and the expectations of a community that values justice. For these reasons, we respectfully request that this parole application be denied. Justice and community safety must remain the highest priority.
