The Issue

Petition to Deny Permit & Construction on a Special Land Use in accordance with MCL 125.3403 at 9675 Willow Rd, Willis, MI 48191
To: Augusta Township Board
From: Concerned Residents of Augusta Charter Township
Subject: Formal Opposition to Proposed Cell Tower Construction at 9675 Willow Rd, Willis, MI
48191

We, the undersigned residents of Augusta Charter Township, are writing to express our strong opposition to the proposed construction of a cellular communication tower at 9675 Willow Rd, Willis, MI 48191 (Parcel #T-20-23-400-005). The property recently granted a special land use permit to allow a Wireless Communication Facility.
This project poses serious risks to the environmental integrity of our community, the health and safety of local residents, and the rural character that defines Augusta Charter Township.

Primary Concerns:
1. Threat to Endangered Species and Sensitive Habitat
The area surrounding 9675 Willow Rd is home to eight known endangered species, which
rely on this habitat for survival. Disturbance from construction, noise, electromagnetic radiation, and habitat fragmentation could prove catastrophic to these species. This location is ecologically sensitive, and its development may violate protections under state and federal environmental laws, including the Endangered Species Act.
We urge the Township Board to initiate a formal Environmental Impact Study in consultation with relevant state and federal conservation authorities.
2. Proximity to Residential Homes
The proposed cell tower site lies dangerously close to existing residential homes. Residents have voiced serious concerns over:
 Potential health effects associated with long-term RF exposure,
 Increased noise from construction and ongoing maintenance,
 Loss of property privacy and peace, and
 Negative aesthetic impacts in a previously quiet and scenic rural setting.
3. Negative Impact on Property Values
Numerous studies indicate that properties located near large cell towers experience reduced market values. Residents who have built their lives in this rural setting risk financial loss due to a decision that benefits commercial interests, not the public good.
4. Violation of Rural and Environmental Community Standards
This proposed tower is incompatible with the goals of the Augusta Township Master Plan, which emphasizes environmental stewardship, open space, and rural character preservation.
Approving this project sets a dangerous precedent for industrial infrastructure creeping into rural residential zones.
5. Viable Alternatives Exist

We are not against technology or connectivity—we are for responsible siting. Alternatives include:
 Co-locating antennas on existing cell towers or utility structures;
 Using small-cell technologies in less sensitive or non-residential areas;
 Prioritizing areas with demonstrated need that do not put homes or habitats at risk.

Our Request
We respectfully petition the Augusta Township Board to:
 Deny the permit or application on a Special Land Use in accordance with MCL 125.3403 for the construction of a cell tower at 9675 Willow Rd, Willis, MI 48191.
 Commission an independent environmental impact assessment with input from the Michigan Department of Natural Resources and the U.S. Fish and Wildlife Service;
 Protect the rural character, ecological health, and property rights of Augusta Township residents.
This is a matter of long-term environmental stewardship and community trust.
