On 12 April 2025 , a shocking and disturbing act of animal cruelty occurred in Albania, where two minors were filmed throwing a defenseless puppy into a pond from several meters in the air—then brutally opening its stomach with a knife. The puppy did not survive this horrific abuse.

This is not just a crime against an innocent creature—it reflects a dangerous societal failure. Studies show that unchecked animal cruelty is linked to violence against humans, especially when it begins in childhood.

Despite the growing cases of violence against animals, Albania has not ratified the European Convention for the Protection of Pet Animals, putting it behind many European countries in terms of legal animal welfare.

And yet, in Albania, such acts often go unpunished. There are no strong laws in place to prevent or penalize acts of animal torture. The authorities are silent. No consequences. No justice.

 

We demand:

• An immediate investigation and legal action against the perpetrators.
• The implementation of strong animal welfare laws in Albania that punish cruelty and promote education.
• The establishment of an Albanian Animal Protection Commission to oversee and act on such cases.
  Albania cannot remain a blind spot for animal rights.

This case has shocked our hearts. We will not let it be forgotten.

The reason behind this initiative it comes from a deeper belief. I lost my dog 2 years ago because of the veterinary system in Albania and yet nothing has changed. Stray animals that wonder around hopeless and now torturing animals for fun!? This is it. We have to do something.
